STATEMENT OF WORK SUMMARY
This Statement of Work outlines training services to be delivered to U.S. Coast Guard (USCG) personnel at Base Charleston in Charleston, South Carolina. The Contractor must provide one iteration each of three courses: crane operator training (5 days for up to 4 students), forklift train-the-trainer training (2 days for up to 4 students), and rigger training (2 days for up to 15 students). The crane operator course covers OSHA 1926.1400 and ANSI/ASME B30.5 standards using a Grove RT765E-2 crane, including classroom instruction, hands-on operation, written and practical examinations, and nationally recognized certification. The forklift train-the-trainer course addresses OSHA 1910.178 standards and focuses on instructional techniques for multiple forklift types available at the base. The rigger course covers ASME B30.9 and B30.10 sling and hook standards, load calculations, and practical rigging exercises. All courses require classroom and hands-on components with interactive instruction, case studies, and competency-based evaluation.
Performance is scheduled between July 6 and September 30, 2026, during standard business hours (8:00 AM–4:00 PM EST, Monday–Friday, excluding federal holidays) at USCG Base Charleston on the Federal Law Enforcement Training Center (FLETC) campus. Courses must be conducted sequentially, not concurrently. The Contractor must provide all instructional materials, manuals, handouts, test materials, training schedules, and curriculum outlines (due 7 calendar days before training begins) and arrange travel, lodging, and per diem for its personnel. The Government will furnish the Grove RT765E-2 crane, two of four available forklifts, classroom facilities, PPE for students, slings and shackles, and fuel. The Contractor must provide instructor credentials (OSHA-authorized trainer, ANSI/ASME B30.5 compliance, or Certified Safety Professional), its own laptops and PPE for instructors, and all testing administration including nationally recognized certification fees. Deliverables include course agendas, training rosters, evaluation documentation, completion certificates, certification cards, and summary reports. The Contractor must maintain industry standard quality assurance practices, and the COR reserves approval and rejection rights over curriculum, schedule, and work completion. A firm-fixed price quote covering all training and associated costs is required.
