Place of performance is the contractor's facility, with the Government providing transportation to and from Minot Air Force Base, North Dakota if the contractor is located within 130 miles of the base's South Gate; contractors exceeding this radius must include round-trip transportation costs in their fixed-price quote but remain eligible. Contractors must complete a full main boom cylinder rebuild by replacing all seals and damaged internal components, install new boom wear pads, lubricate all specified boom points, and replace any damaged hydraulic lines and hoses. All materials must be new and brand-name or equivalent (not refurbished). Contractors must propose their own completion timeline and conduct final testing per manufacturer specifications. Any deficiencies discovered during disassembly beyond the original scope require written Contracting Officer authorization; work cannot proceed without approval.
The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; the PSC is J039, Maint/Repair/Rebuild of Equipment—Materials Handling Equipment. Wage Determination No. 2015-6025, Revision 4, applies.
