About this file

This is a Question and Answer document for the Crane Boom Repair solicitation FA452826CS06 issued by the 5th Contracting Squadron at Minot Air Force Base on July 1, 2026. The document clarifies key requirements and eligibility criteria for vendors bidding on the repair of a 2010 Altec crane (identification number 94-16542239) as specified in the associated Statement of Work.

The Q&A addresses critical procurement parameters including repair scope, component specifications, facility eligibility, and testing requirements. Contractors must include all condition-discovered replacements within their fixed-price proposal, with any additional deficiencies identified during teardown requiring separate written authorization from the Contracting Officer before work proceeds. Replacement components must be new, brand-name or equivalent parts (not refurbished), though OEM Altec parts are not explicitly required if technically compatible alternatives are provided. Contractors must propose their own turnaround completion period, with any delays beyond that timeframe requiring notification to the Government. Final testing must comply with manufacturer specifications. Regarding facility location, contractors located more than 130 miles from Minot Air Force Base's South Gate remain eligible for consideration if they include round-trip transportation costs in their pricing; those within the 130-mile radius may receive Government-provided transport. This is a small business set-aside RFQ with no incumbent contractor.

DEPARTMENT OF THE AIR FORCE

5TH CONTRACTING SQUADRON (AFGSC)

MINOT AIR FORCE BASE NORTH DAKOTA

01 Jul 2026

MEMORANDUM FOR RECORD

FROM: 5 CONS/PKB

SUBJECT: Question & Answer, Crane Boom Repair Solicitation FA452826CS06

Questions /Answers:

Q: Crane manufacturer: Altec?

A: Altec

Q: Crane Model?

A: Not available on crane

Q: Crane Year?

A: 2010

Q: Crane identification/data plate?

A: 94-16542239, and pictures below

Q: Is this a new contract?

A: Yes, there is no incumbent.

Q. The SOW requires replacement of unusable internal cylinder components and hydraulic hoses/lines “as needed.” Since the extent of these items may only become known after disassembly and inspection, should offerors include all such condition-discovered replacements within the total FFP, or would unforeseen damage identified during teardown be separately authorized?

A: If the repairs identify deficiencies and repairs that are not included in the awarded scope of the Statement of Work the contractor will document the condition and contact the Contracting Officer. No additional work will be performed, and no additional cost will be incurred, without written authorization from the Contracting Officer.

Q: Could you please confirm the required overall turnaround/completion period once the vehicle is delivered to the repair facility? The SOW specifies seven-day advance coordination for drop-off and pickup but does not state an overall repair completion period.

A: The overall turnaround/completion period after award receipt of the contract is to be proposed by the vendors. Please note that any delays after the proposed completion period will need to be reported to our office.

Q: What final testing or closeout documentation is required to demonstrate that the boom has been restored to fully operational, safe, mission-ready status—for example, functional/hydraulic testing, load testing/certification, or a written repair/inspection report?

A: Final testing must be accomplished as required by the manufacturer’s specifications.

Q: Are replacement components required to be OEM Altec parts, or are new, technically compatible equivalent components acceptable? The SOW specifies that materials must be new and not refurbished but does not otherwise identify an OEM-only requirement.

A: Materials provided are to be brand name or equal and must be new and not refurbished.

Q: For a repair facility located more than 130 miles from the dispatching installation, please confirm whether the facility remains eligible if the contractor includes round-trip transportation in its price, and please confirm the point from which the 130-mile radius should be measured.

A: Contractor locations exceeding this 130-mile limit will not be eligible for Government-provided transport. Quotes outside that mileage will still be eligible for review as long as pricing for the round trip by the contractor is included. The point of reference is 130 miles from the Minot AirForce Base's South Gate.
