This firm-fixed price procurement requires comprehensive inspections of approximately 43 pieces of equipment including electric trolleys, electric hoists, manual chain hoists, monorail hoists, and electric winches with capacities ranging from 0.5 to 10 tons. The contractor must employ qualified and certified crane and hoist inspectors with at least five years of experience in similar inspection efforts, and all work must comply with OSHA, ANSI, ASME, and NEC requirements. The solicitation will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, requiring offerors to submit technical documentation and past performance evidence. Questions must be submitted by July 25, 2025, with electronic quote submissions due by 5:00 pm EST on August 8, 2025.

This procurement is set aside for Women-Owned Small Business (WOSB) vendors, with no incumbents or current contractors identified in the solicitation materials. The contract structure includes a base year with four optional renewal years, though no specific award values or budget ranges are disclosed in the available documentation. The equipment to be inspected is distributed across multiple departments including Machine Shop, Binding Department, Power Branch, SID, and Quality Control, with 44 units located in the main GPO building in Washington, DC and one additional hoist in Laurel, Maryland. Inspections must be performed between 7:00 am and 3:00 pm EST, excluding federal holidays, with the contractor required to provide initial status reports before the end of the inspection period and comprehensive final reports within 20 business days. The contractor must also provide estimated cost reports for repairs on any equipment that fails inspection and may need to account for potential fluctuations in equipment numbers over the contract period.
