Statement of Work (SOW)

Crane and Hoist Inspections

1. BACKGROUND:

The U.S Government Publishing Office (GPO) provides publishing and dissemination services for official and authentic government publications to Congress, Federal agencies, Federal depository libraries, and the American public. The scope of this contract covers annual inspections on all GPO cranes, hoists, and associated rigging equipment. GPO will monitor contract service providers performing the services herein. Multiple areas have various types of cranes, hoists, and associated rigging equipment that require annual inspections. A qualified and certified crane and hoist inspector shall accomplish these inspections.

2. OBJECTIVE

There are approximately forty-three (43) cranes, hoists, and rigging equipment that require inspection; however, the exact number is subject to change and will need to be confirmed by the contractor prior to inspection (see Attachment 2 of the solicitation). All cranes shall be inspected annually to ensure compliance with OSHA’s and industry standards. This annual inspection is crucial in preventing crane operators from being injured.

3. SCOPE:

GPO intends to award a multiple-year service contract to a qualified contractor for inspection of the equipment listed in Attachment 2 of the solicitation. The contractor shall provide an annual inspection for all cranes listed on the attached document. All annual inspections shall be accomplished by the end of the twelfth month of the base year and any exercised options. All inspections shall be scheduled on consecutive days. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to perform the inspection services and to report on all listed equipment.

Every year, depending on the circumstances, the agency may remove some cranes or purchase new ones. Therefore, the contractor shall include any anticipated variance in the number of equipment being inspected in the bid price.

4. TASKS

The contractor shall:

1) Inspect all installed, portable, and mobile cranes, hoists, and associated rigging equipment located in buildings A, B, C, D, and the Laurel, Maryland, warehouse.

Further equipment and location details will be provided upon contract award by the COR. Contractors are encouraged to attend the site visit during the solicitation phase.

2) Provide recommended corrective action(s) as required.

3) Issue and maintain a checklist on the operability status and discrepancies of all cranes, hoists, and associated rigging equipment as identified by the COR. The final comprehensive and updated checklist shall be submitted to GPO at the end of the contract performance and/or as requested by the COR.

4) Provision a list identifying the location and photos of all inspection equipment.

5) Inspect and test all installed, mobile, and portable cranes, hoists, and associated rigging equipment in accordance with 29 CFR 1910.179, ANSI, ASME, NEC requirements, and any other applicable codes and industry standards.

6) If a crane, hoist, or associated rigging equipment fails the inspection, the failed crane, hoist, or associated rigging equipment shall be immediately taken out of service and tagged “Out of Service”. The inspector(s) shall annotate on the “Out of Service” tag the reason the crane, hoist, or associated rigging equipment is being taken out of service, the date of inspection, and the name/company contact information of the inspector who inspected the equipment.

7) If a crane, hoist, or associated rigging equipment passes inspection, it shall be tagged with the inspection date and the name/company contact information of the inspector that inspected it.

5. DELIVERABLES AND DELIVERY SCHEDULE:

1) Provide the initial report of operability status and discrepancies for each crane, hoist, and associated rigging equipment before end of business hours on the last consecutive day of the inspection period.

2) Provide the final comprehensive inspection report for each inspected crane, hoist, and associated rigging equipment within twenty (20) business days of conducting the inspections.

3) Provide an estimated cost report of repairs on the cranes that failed inspection or have deficiencies.

4) All deliverables shall be submitted to the COR.
