About this opportunity

The Department of the Interior Fish and Wildlife Service seeks a firm fixed-price construction contract for crack sealing services on Entrance A Road at Rocky Mountain Arsenal National Wildlife Refuge in Commerce City, Colorado, with proposals due May 19, 2026 at 10:00 a.m. PT. The procurement is set aside for small business concerns under NAICS 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45.0 million.

The project magnitude is estimated between $250,000 and $500,000. Place of performance is Denver, Colorado 80022. The road surface comprises 1.19 miles of concrete asphalt; approximately 1 mile is in poor condition and requires significant crack sealing, with the remaining 0.19 miles requiring only light work. The work scope includes crack sealing of longitudinal and transverse cracks, removal of old or deteriorated sealant, pavement patching for large cracks and alligator cracking (approximately 60 square yards), and compliance with SECTION 321216 (Asphalt Paving) specifications requiring AASHTO M 320 asphalt binder, crack sealant for cracks exceeding 0.5 inches, and recycled content asphalt at 10–25 percent by weight. A 90-day warranty is required on all contractor work.

Performance runs from July 20, 2026 through March 31, 2027. The contractor must commence work within 10 calendar days of receiving notice to proceed and complete all work within 150 calendar days. Single-lane road closures are permitted with one lane kept open at all times; full closures require advance approval from the Fish and Wildlife Service Project Lead. Work hours are Monday through Friday, 7:00 a.m. to 4:30 p.m. Davis-Bacon prevailing wage rates apply. Performance and payment bonds at 100 percent of contract price are required. A bid guarantee of 20 percent of bid price or $100,000, whichever is less, is required.

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability requires vendors to demonstrate three similar past projects involving crack sealing of concrete asphalt roadways with positive references, or provide three examples with explanations of scope and complexity similarities. Quotations must include SF 1442, detailed pricing breakdown, past experience documentation with references, representations and certifications per FAR Provision 52.204-8, and acknowledgment of Amendment #2, which extends the deadline and incorporates FAR clause 52.222-90 (DEI discrimination prohibition). A pre-proposal site visit is scheduled for April 28, 2026, 9:30–10:30 a.m. at the refuge Visitor Center, limited to three participants with three business days' notice required. Questions are due May 4, 2026 at 11:00 a.m. PT. Electronic submission via email to Shanen Fox (shanen_fox@ios.doi.gov) is required.
