About this file
This file is an Amendment #1 Questions and Answers document for Solicitation No. 140FGA26Q0021, a crack sealing project for Entrance A Road at Rocky Mountain Arsenal National Wildlife Refuge.
The project scope requires crack sealing of approximately one mile of roadway in poor condition, with an anticipated 60 square yards of pavement patching for large cracks (greater than ½ inch), holes, and alligator cracking that are too extensive for crack sealing. Large cracks, holes, and alligator cracking should be addressed through patching per Section 321216, Subsection 3.6 of the construction specifications, while traditional linear cracks (longitudinal and transverse) are subject to crack sealing. Previously applied sealant that is old, loose, peeling, or brittle must be removed along with deleterious material, debris, and vegetation. The Government will handle weed spraying prior to construction. No additional surface preparation requirements beyond standard cleaning and routing are specified. A 90-day warranty is required for all contractor work to ensure quality of materials and workmanship. The period of performance has been amended to run from 7/20/26 through 3/31/27. Single-lane road closures are permitted during construction with one lane kept open at all times; full road closures require advance approval and coordination with the Fish and Wildlife Service Project Lead.

Crack Seal Entrance A Road at Rocky Mountain Arsenal NWR Solicitation No. 140FGA26Q0021
Amendment #1, Q&A
1. Crack Type Clarification The SOW states that “all cracks… shall be crack sealed.” Can the Government clarify whether this includes only traditional linear cracks (longitudinal and transverse), or if this requirement also applies to areas exhibiting fatigue (alligator) cracking?
Answer: Large cracks, holes in the pavement, and alligator cracking that are too large/extensive for crack sealing should be addressed by patching the pavement. Anticipated quantity of patching is approximately 60 square yards.
Reference construction specifications for Patching within Section 321216, Subsection
3.6 PATCHING.
2. Treatment of Alligator / Fatigue Cracking Field observations and provided photos appear to show areas of alligator cracking and advanced pavement deterioration. As this type of distress is generally considered structural failure and not suitable for crack sealing, please confirm:
a) Should these areas be excluded from crack sealing?
Answer: Large cracks, holes in the pavement, and alligator cracking that are too large/extensive for crack sealing should be addressed by patching the pavement. Anticipated quantity of patching is approximately 60 square yards.
Reference construction specifications for Patching within Section 321216, Subsection 3.6 PATCHING.
b) Or is crack sealing expected in these areas despite the pavement condition?
Answer: See answer to a)
3. Areas in Poor Condition The SOW notes that approximately one mile of roadway is in “poor condition” and will require significant crack sealing, while also stating that no reconstruction is required.
a) Please clarify the intended treatment approach for severely distressed pavement sections where crack sealing may not be effective.
Amendment #1, Q&A
4. Surface Preparation Expectations Are there any specific requirements for preparation of deteriorated or raveled asphalt surfaces prior to crack sealing (beyond standard cleaning and routing per Section 321216)?
Answer: No additional requirements beyond what is specified in the specifications.
5. Warranty Requirements Given the varying pavement conditions, particularly in areas of fatigue cracking, please clarify whether a warranty is required for crack seal work performed in structurally deficient areas.
Answer: A 90-day warranty will be required for the contractor’s work. This warranty period is intended to ensure the quality of materials and workmanship, and aligns with common practice for projects of this nature.
6. Limits of Work / Exclusions Can the Government provide guidance or confirm whether there are any limits of work or exclusions for areas where crack sealing would not be considered industry standard practice?
Answer: Large cracks, holes in the pavement, and alligator cracking that are too large/extensive for crack sealing should be addressed by patching the pavement. Anticipated quantity of patching is approximately 60 square yards.
Reference construction specifications for Patching within Section 321216, Subsection
3.6 PATCHING.
7. The performance period in the contract is 11/1/26 – 3/31/27. Can we start construction sooner if we are able?
Answer: The period of performance start date is hereby being changed to 7/20/26. The end date remains unchanged.
8. How do you want us to handle large cracks (ie. greater than ½”), holes in the pavement, and alligator cracking?
Answer: Large cracks, holes in the pavement, and alligator cracking that are too large/extensive for crack sealing should be addressed by patching the pavement. Anticipated quantity of patching is approximately 60 square yards.
Amendment #1, Q&A
Reference construction specifications for Patching within Section 321216, Subsection
3.6 PATCHING.
9. How do you want us to handle cracks that have been crack sealed in the past with old crack sealant residue/material still present in the cracks?
Answer: Previously applied sealant that is old, loose, peeling, or brittle must be removed, along with any other deleterious material, debris, or vegetation in the cracks.
10. How do you want us to handle weeds growing in the cracks? Can we use pesticides?
Answer: The Government will spray the weeds prior to construction.
11. Can we close the road during construction?
Answer: The contractor can use single-lane closures during construction; keep one lane open at all times. Full road closures must be approved by and coordinated in advance with the Fish and Wildlife Service Project Lead. Reference point-of-contact information in the Statement of Work.
