About this opportunity

The Department of Justice Criminal Division is soliciting quotations for Automated External Defibrillator (AED) Medical and Program Oversight and Training services through a Request for Quote (RFQ). The procurement encompasses AED management and medical oversight for approximately 40 AED devices across four Washington, D.C. locations, technical support with periodic and unscheduled maintenance, annual CPR and AED certification training for a minimum of 30 Criminal Division employees, and annual Stop the Bleed training. Key requirements include quarterly inspections of all AED hardware with written maintenance records, a current inventory listing serial numbers and expiration dates, advance notification of maintenance schedules with component replacements, technical support for unscheduled maintenance within two business days, and medical oversight provided by a DC-licensed physician in compliance with DC Code 7-2371.02. Contractor qualifications must include a certified trainer in CPR, AED, and Stop the Bleed programs, and a Project Manager with demonstrated experience managing similar AED programs. The government will use a best-value tradeoff evaluation process with technical merit as the primary evaluation factor and price as the secondary factor. Quotations using the provided spreadsheet template were due by close of business on March 19, 2026, with all questions directed exclusively to Senior Contracting Officer Sam Rivera at (202) 616-4795.

This solicitation is a 100% small business set-aside under NAICS code 611430 (Professional and Management Development Training) with a size standard of $15 million. The contract includes a base period of 12 months (April 1, 2026 to March 31, 2027) with four one-year option periods, potentially extending through March 31, 2031 for a total contract term of up to 60 months. Work shall be performed Monday through Friday from 7:00 AM to 5:30 PM during business hours only, with no travel or telework authorized. The bidding template requires contractors to submit pricing for four task line items: CPR and AED training (approximately three trainings per year), Stop the Bleed training (approximately three trainings annually), AED Medical Oversight (annual service for 40 units), and Quarterly Inspections (per-unit pricing for 40 units), with prices submitted across the base year and all four option periods. All work will be performed at four locations in Washington, D.C.: 1331 F Street NW, 1301 New York Avenue NW, 1400 New York Avenue NW, and 950 Pennsylvania Avenue NW. Payment will be made via ACH direct deposit only after services are rendered, received, and accepted by the government in accordance with the Prompt Payment Act.
