About this opportunity
The Defense Health Agency Contracting Activity in Fort Detrick, Maryland intends to procure on a sole-source basis one Card Processing Automation CPA200 instrument from LIFE TECHNOLOGIES CORP, with a presolicitation notice response deadline of July 1, 2026. RFO 12.102(a) governs the sole-source justification. This procurement carries no set-aside restrictions and is classified under NAICS 334516 (Analytical Laboratory Instrument Manufacturing), with a Small Business Size Standard of 1,000 employees.
The CPA200 will replace three unserviceable BSD600 Duet semi-automated biosample punchers at the Armed Forces Medical Examiner System DNA Operations (AFMES-DNA OPS) and support the Defense POW/MIA Accounting Agency (DPAA). The system processes dried filter paper cards (both framed and unframed) and produces at least two 96-well MicroAmp Optical Reaction Plates per run. Technical specifications include interchangeable punch heads (1.2 mm, 2.0 mm, 3.0 mm, and 4.0 mm), camera-based verification, external and internal laser targeting, integrated barcode readers, integrated ionizer for static mitigation, 120 VAC operation, Windows 11-compliant LIMS-compatible software with .txt worklist input and .pdf/.txt output capability, touch-screen control, dust extraction with removable waste basket, and approximate dimensions of 610 mm (L) × 545 mm (W) × 675 mm (H) weighing 85 kg. Maintenance and service must be performed exclusively by U.S. citizens. The CPA200 enables processing of approximately 15,000 Family Reference Blood Specimen Cards under the National Defense Authorization Act mandate. Procurement is conducted under simplified acquisition procedures.
Notice text
The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with LIFE TECHNOLOGIES CORP 5781 Van Allen Way, Carlsbad, CA 92008 as the only responsible source that can provide the delivery and installation of one (1) Card Processing Automation CPA200™ instrument. This is a Presolicitation notice in accordance with RFO 5.101.
The equipment provided by LIFE TECHNOLOGIES CORP is the only source that provides DHACA with the delivery and installation of one (1) Card Processing Automation CPA200™ instrument used at the Armed Forces Medical Examiner System DNA Operations (AFMES-DNA OPS) to support their mission. Due to the three BSD®600 Duet semi-automated biosample punchers being unserviceable, the government requires a replacement. The Card Processing Automation CPA200 will allow AFMES-DNA-OPS to continue to perform consistent, semi-automatic and contamination free processing of family reference blood specimen cards (FR-BSC). This, along with the ease of use, programmability, and operability with AFMES- DNA OPS existing LIMS and proven reliability with low maintenance requirements is why AFMES- DNA OPS has chosen to purchase the CPA200 instrument. Comparable equipment with even the slightest differences would compromise the compatibility and consistency of DNA identification. The equipment will be used to support the mandated missions
This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Based on the above information, the only technically acceptable subscription can be provided by LIFE TECHNOLOGIES CORP .
Submit email capability statements (using PDF, MS Word, Excel attachments) to Alicia Maldonado Torres at alicia.maldonadotorres.civ@health.mil. Statements are due no later than 12:00 P.M. EST on 1 July 2026. No phone calls will be accepted.
