About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 is seeking courier services for the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia. The contractor will be responsible for transporting biohazardous materials and medical supplies on a 24/7 basis between the VA Medical Center and regional hospitals, including West Virginia University Hospitals, United Hospital Center, and the American Red Cross, with strict delivery timeframes such as two-hour delivery windows for blood products and laboratory specimens. Qualified contractors must provide a dependable, secure, and thoroughly inspected vehicle, though lift gates, pallet jacks, temperature control equipment, and minimum fleet size or backup capacity are not required. Award will be made to the lowest-priced technically responsible offeror who meets all solicitation requirements. Proposals are due by 3:00 PM EST on January 29, 2026, with questions and answers posted as of January 22, 2026.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and SDVOSB certification is mandatory to qualify; simply employing veteran drivers does not satisfy this requirement. The contract is structured as a five-year Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a minimum guaranteed amount of $1,000 and a maximum contract ceiling of $30,000. The contract period will run from March 1, 2026, through February 28, 2031, with performance taking place in Clarksburg, West Virginia. No incumbent contractor or specific numerical quantity details regarding expected courier trips or service volume are specified in the solicitation materials. Interested SDVOSB firms should review the complete RFQ and Q&A documentation to ensure compliance with all technical and administrative requirements before submission.
