About this opportunity

The Federal Aviation Administration seeks up to seven commercial off-the-shelf voice over internet protocol voice communications systems and related services through multiple firm-fixed price contracts. Offerors must provide deployed systems that support voice communications over an IP wide area network using VoIP for air traffic control use. Proposals are due by May 19, 2020 and must address requirements for system components, configuration, delivery, installation, training, and technical support services. Offerors must submit all questions by April 14, 2020, with responses provided via amendment using simplified acquisition procedures.

There is no set-aside designation. The primary NAICS code is 334220 and PSC code is D304. Each contract will procure one voice communications system with an estimated period of performance up to eighteen months from date of award. Installation and verification will take place at the FAA Technical Center in Atlantic City, New Jersey. The FAA seeks these procurements solely for market research to inform future acquisitions and will not use the systems for testing, certification, or vendor selection.

The Federal Aviation Administration (FAA) issues this Screening Information Request (SIR) Number 693KA8-20-R-00006, COTS VoIP VCS, for the procurement of small Voice over Internet Protocol (VoIP)-based Commercial Off the Shelf (COTS) Air Traffic Control Voice Communications Systems (VCSs), and supporting services, as detailed in the attached.

The FAA requires small Voice over Internet Protocol (VoIP)-based Commercial Off the Shelf (COTS) Air Traffic Control Voice Communications Systems (VCSs) and supporting services. The FAA anticipates up to seven (7) contract awards resulting from this solicitation; quantity of one (1) VCS per award. The FAA will use the COTS VCS to conduct market research for future VoICE VCS acquisitions. The FAA will not use the COTS VCS to test or otherwise certify the ability of the vendors’ COTS product to meet current FAA requirements and will not use this activity as a down-select for future VoICE acquisitions.  The FAA is interested in COTS products that have been deployed and used for Air traffic control.  The FAA is not interested in prototype systems or software.

This is a request for proposal and submissions must be submitted in accordance with the SIR. This procurement is considered a noncomplex requirement and will be procured through a simplified purchase method (Acquisition Management System (AMS) Procurement Guidance T3.2.2.5, Commercial and/or Simplified Purchase Method.

Offerors must submit all questions concerning this SIR to the Contracting Officer via email no later than April 14, 2020, 5:00pm ET. All responses to the questions will be made in writing and included in an amendment to the SIR.
