Please clarify if the offered COTS product must be offered with a Time Reference System (i.e. NTP Server using GPS standard), or if the COTS product must work as a Time Reference Server, to be synchronized to an external Time Source (e.g. NTP, etc.).

The system is being used strictly for market research and will be self-contained. The system should be able to operate independently, with no external timing provided.

Please clarify the expected recording output of the COTS product. The FAA does not require a recording output for the COTR product. N

Is the FAA able to share information about the planned test regime for VCS of the 18-month period?

These systems are not being tested. FAA is performing market research with the intent of clarifying its requirements for the future VoICE procurements.

Is the FAA able to provide details on the Air-to-Ground radios that will be used during the evaluation? Are there specific Air-to-Ground radio interfaces that will be evaluated with the COTS VCS?

Specific A/G interfaces are not being evaluated with this market research activity.

Does the FAA anticipate any impact to the COTS VOIP VCS acquisition schedule due to COVID-19?

SIR 693KA8-20-R-00006 Amendment 001 addressed specific impacts FAA anticipates due to COVID-19. At this time, however, the FAA has not identified any specific impacts to the COTS VOIP VCS acquisition schedule. The FAA will consider the safety of FAA and contractor personnel as the primary driving factor for determining any schedule impact related to installation and training at the FAA Technical Center.

Is the FAA able to provide a description of GFE, e.g., the space, furniture, racks, etc. at WJHTC?

The FAA will provide an area in which to install the system that is isolated from other systems that are being purchased. Each area is approximately 12x18 feet. This space includes a GFE desk (for monitor/configuration workstation) and a cabinet (to house headsets, handsets, etc.). SIR 693KA8-20-R-00006 Amendment 001 advised that the FAA will provide standard 19” equipment racks in which to mount CWP peripherals. The Offeror must supply panels to allow the CWPs to be installed in these racks. The Offeror must supply all central equipment racks.

Will the system trainees at WJHTC be a mix of operations and maintenance staff? Will both groups be trained in a single session?

The system trainees will be a mix of operators and maintainers. Both groups will be trained in a single session.

Per C.2.2 – c, the COTS product must, if legacy analog A/G and/or G/G interface capability is applicable to the COTS product, include equipment to support at least four legacy analog A/G radio interfaces.

Please specify the required quantity of legacy analog G/G lines.

This is addressed in SIR 693KA8-20-R-00006 Amendment 001, which added Section C.2.2.j. The answer is four (4).

Per C.2.1 – i, The COTS product must enable human operators in a lab environment to simulate both (1) ATC A/G communication; and

(2) ATC G/G communication. NOTE: This is not referring to a training function. This is referring the ability to have equipment outside of the VCS (e.g., an A/G gateway or protocol converter) configured such that the VCS can be used to simulate a pilot and communicate with positions in the VCS. Please specify the expected quantity of simulated ATC A/G and G/G communication.

This is addressed in SIR 693KA8-20-R-00006 Amendment 001, which added parallel requirements for G/G gateway or protocol converter (C.2.2.j). If the offer proposes a product with this capability, the FAA would consider four (4) for A/G and four (4) for G/G.

Per C.2.2 – d, the COTS product must include CWPs that are configured with the maximum number of supported Touch Entry Displays (TEDs). Please specify the expected use of multiple TEDs.

Can we assume that one TED is for Radio Operation and another one for Telephone operation on the same CWP? If the above assumption is correct, should all the four CWP’s provided with multiple TEDs or a mixed solution is acceptable?

FAA may use one TED for A/G operation and one for G/G operation (to simulate FAA “split position mode”), or may mix both A/G and G/G on each TED if the product supports this operation. FAA would like all four CWPs to be configured with dual TEDs if the product supports this configuration.

If 3.6.2-8 Affirmative Action Compliance (APR 1996)(b) applies, please clarify if the Contractor must create an affirmative action program as required by the rules and regulations of the Secretary of Labor (41 CFR 60-1 and 60-2) for this contract.

The clause requires a representation by the offeror of its activities associated with programs required by the rules and regulations of the Secretary of Labor (41 CFR 60-1 and 60-2). It does not require any action by the offeror.

Please confirm that each of the Clauses and provisions incorporated in full text must be confirmed by an individual signed declaration.

All representations and certifications may be completed within the SIR or SAM (3.2.2.7-7 Certification Regarding Responsibility Matters (JAN 2018)), as applicable, and submitted in the Business Section (Attachment J0002), under a single signature on the SIR form titled Solicitation/Contract/Order for Commercial items (SF33) and Amendments.

The Section K 3.2.2.3-2 Minimum Offer Acceptance Period (JUL 2004) requires a minimum acceptance period of 90 calendar days, yet Section L 3.2.2.3-22 Period for Acceptance of Offer (OCT 2014) requires a minimum acceptance period of 60 calendar days. Please clarify.

Section K 3.2.2.3-2 Minimum Offer Acceptance Period (JUL 2004) supersedes any language about the acceptance period appearing elsewhere in this SIR. As a result, Section L 3.2.2.3-22 is superseded.

The SIR requires a minimum acceptance period of 90 calendar days.

Can you please confirm that the offeror must submit two declarations (even if similar), one to reply the Section K requirement and another one to reply the Section L requirement.

Please confirm that descriptive literature (3.2.2.3-5 Descriptive Literature (JUL 2004)) (COTS literature, Operative Manuals, Technical description) marked as such, will not affect the 15 pages limitation of the Technical Proposal Section as stated in the attachment J002.

Descriptive literature is not counted toward the 15-page limit if it is appropriately marked.

Are the labor categories provided in Attachment J003 for CLIN 0004 set requirements or can offerors propose different labor categories to provide support under CLIN 0004?

Offerors may propose different labor categories to support CLIN 0004.

Please clarify the meaning of the numbers in brackets relevant to Labor Category ( cells B35 to B 38 of the excel file).

The purpose of the number is to show an increase in experience and qualifications, similar to the use of junior, mid-level, senior.
