About this opportunity
The Naval Sea Systems Command is seeking to procure augmentation services for the Corrosion Cracking Maintenance Prediction Software (CCMPS), a specialized software tool originally developed through an Office of Naval Research Future Naval Capabilities program. The contractor will be required to refine the existing software framework and incorporate additional material and structural input models to account for new alloys and ship classes, specifically implementing 5083 H116 aluminum alloy data and parameters for Littoral Combat Ship (LCS) classes. Key qualifications include extensive knowledge of the CCMPS Tool and an engineer with 5-10 years of program experience. The contractor must deliver an updated CCMPS Operator's Manual and a software download of the enhanced system. The quote submission deadline is August 29, 2025, at 11:00 AM, with all responses to be sent electronically to christopher.c.rolince.civ@us.navy.mil.
This procurement is set aside exclusively for small businesses under the Total Small Business designation, with a small business size standard of $47,000,000. While the solicitation documents indicate this is structured as a sole source justification for VEXTEC Inc., who developed the original CCMPS software at approximately $1 million cost, the RFQ format suggests competitive bidding among qualified small businesses. The contract will be structured as a firm-fixed-price purchase order with a one-year performance period. Performance will take place in Westlake, MD 20817, with the Naval Surface Warfare Center Carderock Division providing input data including kinetic models for marine grade aluminum alloys, shipboard temperature data, and ship design and stress models. The enhanced software will create a digital twin using stochastic weighting of input parameters to predict sensitization and cracking for naval ship structures.
Notice text
Request for performer will augment the Corrosion Cracking Maintenance Prediction Software (CCMPS) that was developed as part of an ONR Future Naval Capabilities (FNC) program. The purpose of this work is to further optimize the tool by refinement of software framework and allowing for the addition of material and structural input models to be incorporated into the existing framework to account for additional alloys and ship classes. See Performance Work Statement (PWS) for detailed description.
