About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting quotations for a Corporate Aircraft Service Program (CASP) to provide avionics protection and replacement parts coverage for Collins Avionics installations on two Beechcraft King Air B300CER aircraft. The requirement encompasses repair or replacement services for all Collins Avionics components, including cockpit display systems, flight control systems, flight management systems, inertial navigation systems, GPS, radar altimeter, and weather radar, with services to include next-day air freight delivery, unit removal and reinstallation, system troubleshooting, and replacement of defective repaired components. Quotations must be submitted in PDF or Microsoft Word format via email to Chelsea.Vera@noaa.gov by 11:00 AM EST on April 8, 2026, with a minimum 60-day validity period. Evaluation will be conducted on a pass/fail basis using three criteria: Technical Acceptability/Capability (including demonstrated capability, relevant experience within the past two years, understanding of requirements, and confirmation as an authorized Collins Aerospace reseller), Past Performance on related contracts, and Price as the primary award factor for a low-priced, technically acceptable offer. Offerors must submit a maximum of three Past Performance Reference forms demonstrating relevant contract experience, register in SAM.gov with their UEID/CAGE CODE, and may submit written questions by April 3, 2026.
This solicitation is designated as a total small business set-aside under NAICS code 488190 (Other Support Activities for Air Transportation) with a $40 million size standard. The current contractor is Collins Aerospace, identified as the Original Equipment Manufacturer and primary provider, though authorized Collins dealers may also perform the required services. The contract duration is two calendar years beginning on the date of award, with the current CASP warranty expiring March 16, 2026, requiring immediate renewal to prevent coverage lapses. Delivery is FOB Destination to NOAA's Aircraft Operations Center at 3450 Flightline Drive, Lakeland, Florida 33811, with payment terms of Net 30 submitted electronically through the Department of Treasury's Invoice Processing Platform System. While a site visit to Lakeland is highly recommended but not required, no specific ceiling price or budget range has been disclosed in the solicitation documents.
Notice text
For FM-21 (N68RF) and FM-80 (N67RF), this protection plan is requested to begin at time of award and extend for two calendar years.
