CORPORATE AIRCRAFT SERVICE PROGRAM CASP (CASP) AGREEMENT for NOAA King Air Fleet
Statement of Work

INTRODUCTION AND BACKGROUND:
The National Oceanic and Atmospheric Administration (NOAA) owns and operates a Beechcraft King Air B300Cer SN FM-21, registration N68RF and SN FM-80, registration N67RF. The aircraft are based at NOAA’s Aircraft Operations Center (AOC) Lakeland, Florida and are primarily operated as an Optical Surveillance Platform. This aircraft is tasked with collecting critical data for Coastal Mapping Surveys and performing National Emergency Response Missions after large widespread disasters (hurricane, tornado, flooding). The Emergency Response mission provides vital information in near real time for use by the Federal Emergency Management Association (FEMA) and other Local Emergency Managers to make key decisions. This is the only aircraft that is capable of collecting large-scale imagery at a moment’s notice at high speed, making this aircraft a vital national asset.
During manufacture, this aircraft was outfitted with standard Collins Proline 21 avionics equipment.
Due to the high failure rate of Avionics equipment, it is cost effective and mission critical to have a protection plan. In addition, this service protection plan through financial compensation will enhance the serviceability and operation of all the Collins instrumentation, which includes required components of the cockpit display system, flight control system, flight management system, inertial navigation systems, GPS, radar altimeter, and weather radar. All above mentioned systems are required for the airworthiness of the aircraft. The Corporate Aircraft Service Program (CASP) offers a viable alternative for managing future unscheduled maintenance expenses. As a CASP operator, AOC expects to receive replacement units in exchange for any inoperable or malfunctioning Collins components. Shipping will also be financially covered under this protection plan.
SCOPE:
The vendor shall be responsible for repairing or replacing Collins Avionics Products installed in NOAA’s King Air fleet which have an active CASP warranty that do not conform to the operational specifications and requirements of the particular Collins component. This applicable information is contained in the Aircraft POH and applicable Collins Component Manual(s).
The vendor shall be responsible for providing next day air freight within the Continental United States including Alaska and Hawaii when required, to the repair facility or the location of the aircraft if different.
The vendor shall pay the costs for unit removal and re-installation (R&R) in the King Airs with an active CASP warranty and for the cost of system troubleshooting, providing such are accomplished by an authorized Collins Dealer/Service Agency.
The vendor shall provide a no cost rental if applicable until the aircraft’s Collins unit is repaired and returned. If there are further complications with the repaired unit, the vendor shall provide a new or overhauled part different from the off unit.
The vendor shall provide a proposal which includes full protection responsibility for all of the Collins components and equipment currently installed on the aircraft. If any new equipment is added to the aircraft during the period of performance of this contract, the scope of the contract may be altered to include that equipment if it is not covered under the manufacturer’s initial warranty.
The vendor shall include any exclusions and a description of what is not covered in the proposal.
If Collins components are experiencing intermittent or hard failures, it is requested that a replacement component be shipped by the vendor to the facility where the aircraft is located regardless of whether the location is a certified Collins repair station or service provider.
PERIOD OF PERFORMANCE:
For FM-21 (N68RF) and FM-80 (N67RF), this protection plan is requested to begin Date of Award and extend for two calendar years. Both FM-21 (N68RF) and FM-80 (N67RF), current CASP warranty will expire 16 March 2026. NOAA anticipates renewing the CASP coverage for the following two years to ensure no lapse in coverage. (Note: FM-109 N65RF has a CASP that came with acquisition and is valid until 13 DEC 2028).
SUBMISSION OF INVOICES:
The Contractor must submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests. The IPP website address is https://www.ipp.gov.
"Payment request" means any request for contract financing payment or invoice payment to the Contractor. To be considered proper, invoices must be prepared in accordance with, and contain all elements specified in, the contract payment clause (e.g., FAR 52.212-4(g), FAR 52.232-25(a)(3), FAR 52.232-26(a)(2), FAR 52.232-27(a)(2)).
