The purpose of Amendment 0003 is to: change clauses and provisions, change proposal form, change Department of Labor (DOL) Wage Determination (WD) and provide proposal instruction. 140G0218R0021 Amendment 0003 Attachment 6 Clauses & Provisions replaces 140G0218R0021-2 Attachment 4 Clauses & Provisions. 140G0218R0021 Amendment 0003 SF 1449 SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS replaces SF 1442 SOLICITATION, OFFER, AND AWARD (Construction, Alteration, or Repair). 140G0218R0021 Amendment 0003 Attachment 7 DOL WD 2015-5497 Revision 6 of 08/06/2018 replaces 140G0218R0021 Amendment 0002 Attachment 5 DOL WD 2015-5497 Revision 5 of 01/10/2018. Proposals shall include: 140G0218R0021 Amendment 0003 SF 1449 with Price Schedule for Daily Rate, Other Services Itemized Rates, and optional bonding prices completed; and, required Non-price Evaluation Factors support documents and information.
The purpose of Amendment 0002 is to revise the work statement, revise the body of clauses and provisions, revise the wage determinations, and extend the solicitation. Attachment 3 is the Revised Commercial Item, Performance-based Work Statement, which replaces all former construction work statements or statements of work. Attachment 4 is the Revised Commercial Item Clauses and Provisions , which replaces the Construction Clauses and Provisions. Attachment 5 is the Revised Department of Labor (DOL) Services Contract Act (SCA) Wage Determinations (WD), which replaces the DOL Davis-Bacon WD. This solicitation responses due date is extended to 08/22/2018.

This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for drilling to collect sediment cores from beneath Lake Powell, Utah, USA for scientific study. The solicitation number is 140G0218R0021 and is being issued as a Request for Proposal (RFP). The policies contained in FAR Part 36, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition.
This is a 100% Small Business Set-aside. The associated NAICS code is 213112 Core Drilling, Exploration Services; which has a small business size standard of $38.50M. A copy of this solicitation may be accessed at www.FedConnect.net using Reference Number 140G0218R0021.
All requirements for preparation, submission, and receipt of proposals contained in the FedConnect solicitation shall be adhered to.
The National Environmental Policy Act (NEPA) evaluation has not yet been completed for this project. Prices for this solicitation shall be available until 09/30/2018.

This Presolicitation Notice is to: Announce the U.S. Department of the Interior (DOI), U.S. Geological Survey¿s (USGS) intent to issue a solicitation for the acquisition of drilling to collect sediment cores from beneath Lake Powell, Utah, USA for scientific study; Request for Information (RFI) from the marketplace concerning the draft work statement and draft basis for award; and Sources Sought from all interested vendors. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING THE INFORMATION REQUESTED BY THIS NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. SUBMISSION IS VOLUNTARY.
The USGS considers drilling to be construction. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, the magnitude of the requirement as described in the attached Drafted Work Statement has an estimated price range (d) Between $250,000 and $500,000.
Core Drilling Vendors are encouraged to provide information on the industry¿s suggestions for improvements to the attached Drafted Work Statement and Drafted Best Value Trade-off Criteria and comments about the estimated pricing.
Sources are being sought from all interested vendors. The applicable NAICS code is 213112 Core Drilling, Exploration Services; which has a small business size standard of $38.50M. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc. or other-than-small-business). This information will assist the Government in determining how small businesses can fit into the acquisition strategy. Interested small business firms who feel that they can provide the core drilling services in accordance with the attached Drafted Work Statement, are invited to submit in writing an affirmative response to this announcement. An affirmative response must include: references with firm or agency name, contact names, email addresses, and phone numbers from work on contracts similar in scope to the attached Drafted Work Statement under consideration; AND a capability statement pertaining to how the small business will complete the required percentage of the work in accordance with Small Business Administration standards. This information will be evaluated and used to determine if sufficient competition exists in the marketplace to set aside the opportunity for an award to a small business.
This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities, FedBizOpps (www.fbo.gov) website and FedConnect (www.fedconnect.net). No paper copies will be provided or accepted.
The actual solicitation may not be posted until the required approvals have been provided. The solicitation may be posted with intent to process to point award, subject to the availability of funds. It is anticipated that a solicitation will be issued through the Governmentwide Points of Entry (GPE) at FedBizOpps (www.fbo.gov) and FedConnect (www.fedconnect.net) on or about 05/15/2018, with proposals being due approximately 45 days thereafter.
