Questions 1-4 and their Answers

1. Solicitation mentions that we need to obtain any needed permits. What permits might this be referring to? It is usually in the clients scope to obtain all permits.

Answer:

The NPS, in conjunction with the USGS, has initiated the NEPA review and will ensure that permit is completed. The state of Utah does not require a permit for exploratory drilling, however, the Contractor shall be responsible to obtain any needed permit outside of these, for any service performed by their firm or any subcontractor, such as, but not limited to, transportation of an over-sized load on state and federal highways.

2. Solicitation mentions a 1000 ft lake depth. In these locations, the water is not that deep. Is there any better estimate/range of depths at the specific locations?

Answer:

Given current lake levels, dill sites will likely not exceed 350 feet water, but the Contractor should be prepared to core 600 feet of sediment with a maximum overhead of 400 feet of water.

3. Solicitation mentions “Offerors must be established in the required services business and must be licensed, as a driller, by the Minnesota Department of Health.” Is this a typo or an oversight in the document preparation?

Answer:

140G0218R0021 Page 45 of 46:

"Factor (B) Technical Performance: Offerors must be established in the required services business and must be licensed, as a driller, by the Minnesota Department of Health."

is replaced with "Factor (B) Technical Performance: Offerors must be established in the required services business and must obtain all required licenses , as a driller, and be licensed by all pertinent authorities ."

4. The Solicitation Description in FedBizOpps and FedConnect describe a "Drafted Work Statement". There was a "Drafted Work Statement" in the Sources Sought; but, it's different than the Solicitation's work statement. Which work statement will apply to the solicitation?

Answer:

Solicitation 140G0218R0021 Section C (Pages 9-16), Section D (Page 16), Section E (Page 17-18); Section F (Pages 19-21) apply.

The FedBizOpps and FedConnect Solicitation Description, "The USGS considers core drilling to be construction. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, the magnitude of the requirement as described in the attached Drafted Work Statement has an estimated price range (d) Between $250,000 and $500,000."

is replaced with "The USGS considers core drilling to be construction. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, the magnitude of the requirement as described in the Work Statement has an estimated price range (d) Between $250,000 and $500,000."

The Sources Sought Drafted Work Statement does not apply to Solicitation 140G0218R0021.
