About this opportunity
The Department of the Navy Naval Supply Systems Command, through NAVSUP Fleet Logistics Center Norfolk Groton Office, has published a Special Notice announcing its intent to award a sole source firm fixed price contract to CompTIA, Inc. for CompTIA Core 1 and Core 2 Student Guide eBooks and Instructor Guide eBooks. The procurement falls under FAR 6.302-1 sole source authority and is categorized under NAICS code 513130 (Book Publishers) and PSC code 7610 (Books and Pamphlets). The agency emphasizes this notice is not a request for proposals or quotations but rather a notification of their intention to proceed with a non-competitive award. The requirement supports training for the Submarine Learning Center (SLC) Groton, specifically for Sonar Technician Submarines, Fire Control Technician, and Electronic Technician Navigation rates.
The sole source justification is based on CompTIA being the original copyright holder and exclusive publisher of these specialized training materials, which are essential for the Block 1 curriculum and certification process for submarine technical personnel. The Navy requires 1,100 Student Guide eBooks and 10 Instructor Guide eBooks with delivery scheduled for October 15 in 2025, 2026, and 2027. Any contractors wishing to challenge this sole source determination must submit written challenges to kelly.polson@navy.mil with sufficient information demonstrating they can provide equivalent products meeting the government's specific training needs. The materials are critical components of the Naval Information Forces Cyber Information Technology and Cybersecurity Workforce Framework, ensuring personnel learn current tactics, techniques, and procedures while meeting DoN Manual credentialing requirements. Market research confirmed no similar products exist in the marketplace that would satisfy the government's specialized training requirements for these submarine technical rates.
