About this file

This is a Justification for Sole Source document for the Submarine Learning Center (SLC) Groton to acquire CompTIA A+ Core 1 and Core 2 eBooks. The Navy requires 1,100 Student Guide eBooks and 10 Instructor Guide eBooks for training Sonar Technician Submarines (STS), Fire Control Technician (FT), and Electronic Technician Navigation (ETV) rates, with delivery dates of 15 October 2025, 2026, and 2027. The sole source justification is based on CompTIA being the original copyright holder, with these specific eBooks being the only training available that fully supports the Block 1 curriculum and certification process for these submarine technical rates, and not being available through authorized vendors.

The document emphasizes that these eBooks are critical for the Naval Information Forces (NAVIFOR) Cyber Information Technology and Cybersecurity Workforce Framework, helping personnel learn current tactics, techniques, and procedures while meeting credentialing requirements specified in the DoN Manual for Cyberspace IT/Cybersecurity Workforce Management and Qualification Program. Market research confirmed CompTIA is the sole publisher, and the eBooks are only available directly from the company, with no similar products in the marketplace that will satisfy the government's specific training needs.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The Department of the Navy’s Naval Information Forces (NAVIFOR) Command rely upon its Cyber Information Technology (IT) / Cybersecurity Workforce Framework (CSWF) to monitor networks, identify threats, and effectively counter those threats. To accomplish these tasks, the NAVIFOR Cyber Workforce personnel must be educated in the most current tactics, techniques, and procedures in Cyber IT and Cybersecurity; at the same time, they need to be credentialed as specified by the DoN Manual for Cyberspace IT/CSWF Management and Qualification Program (SECNAV M-5239 Series).

Submarine Learning Center (SLC) Groton currently utilizes the Comp TIA A+ Core 1 and Core 2 student eBook for Technical Computer and Network Operator (TCNO) course and SLC recommends continued use of this content as it has better prepared the sailors for IT/CSWF.

CompTIA has been used to create a standardized training and certification process. SLC requires 1100 CompTIA A+ Core 1 and Core 2 Student Guide V15 eBooks and 10 CompTIA A+ Core 1 and Core 2 Instructor Guide V15 eBooks to support the training of their Sonar Technician Submarines (STS), Fire Control Technician (FT), and the Electronic Technician Navigation (ETV) rates that are part of the CSW.

The objective of this training is for SLC is to train and certify the submarine STS, FT, and ETV rates to fully support the rate continuums. The CompTIA eBook is the only training available to date that fully supports the Block 1 curriculum and training required for these rates that specifically addresses the certification process.

Market research indicated that The Computing Technology Industry Association, Inc.

(CompTIA) is the original publisher and copyright holder of CompTIA A+ Core 1 and Core 2 Student Guide eBooks and Instructor Guide eBooks. These eBooks are only available directly from CompTIA and CompTIA does not sell their eBooks through authorized vendors. No other similar products in the marketplace will satisfy this Government need.

The supplies or services must be compatible in all aspects (form, fit, and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

For continuity of ongoing curriculum aboard SLC and for uniformity of STS, FT, and ETV training, only the requested CompTIA A+ Core 1 and Core 2 Student Guide eBooks can meet the customer’s need. The required CompTIA eBooks allows Sailors to rapidly engage in CSWF training to complete their A+ certification training within the approved Master Course Schedule under the current objectives for the TCNO course.

A patent, copyright or proprietary data limits competition.

The proprietary data is owned and maintained by The Computing Technology Industry Association, Inc. (CompTIA).

These are “direct replacements” parts/components for existing equipment.
