About this opportunity
The Department of the Army Materiel Command Contracting Command at Rock Island Arsenal is seeking to procure two cooling towers for the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). The solicitation, numbered W519TC25Q2175, requires vendors to provide and install two Marley AQ496M2SAF cooling tower units or equivalent, with specific technical requirements including 304 Stainless Steel construction and a combined flow of at least 920 gpm. The procurement will use a Lowest Price Technically Acceptable (LPTA) source selection process, with evaluation criteria focusing on technical factors such as experience, published data, references, compliance statements, equipment identification, and warranty. A mandatory site visit is scheduled for 19 March 2025 at 10:00 AM, where vendors must have safety shoes and eye protection and obtain advance reservations. The quote submission deadline is 11:00 AM on 22 April 2025, with proposals expected to remain valid for 60 days.
The solicitation was originally set aside for small businesses but has been amended to remove the set-aside designation, opening the competition to all vendors. The project is located in Rock Island, IL, with the cooling towers to be installed in Building 212 of the RIA-JMTC complex. Contractors will be responsible for delivery, installation, removal of existing units, training, and providing service support capabilities, including on-site response within 48 hours of notification. The government intends to award a single Firm Fixed Price (FFP) contract, with delivery expected within 77 days of contract award. The total heat load requirement is 4,569,500 Btu/hr, with each cooling tower unit having a maximum operating weight of 4,800 lbs per cell and variable frequency drive (VFD) fan motors. Final acceptance will be contingent upon successful performance testing, installation, training completion, and government inspection.
