About this opportunity
The U.S. Army Corps of Engineers is soliciting technical support services to enhance the Controls System Test Laboratory (CSTL) at the Engineer Research and Development Center (ERDC-CERL) through installation, configuration, and integration of Building Automation System (BAS) components, specifically focusing on BACnet and Managed BACnet technologies. The procurement seeks qualified Facility Related Control Systems (FRCS) subject matter experts to support a demonstration project evaluating Managed BACnet protocol capabilities. Key contract requirements include demonstrating experience with at least four separate BACnet device installations from four different vendors, integration capabilities with Niagara Framework plus at least one additional front-end system (Schneider Electric EBO, Siemens Desigo, or Johnson Controls Metasys), and participation in eleven on-site sessions at ERDC-CERL. The evaluation will assess the offeror's technical experience and capability to meet project requirements alongside pricing considerations. The solicitation was initially posted July 30, 2025, and has been amended twice (October 6 and October 22, 2025) to clarify Performance Work Statement requirements; offers are due November 5, 2025, at 11:59 AM CDT and must be submitted electronically to CERL-CT-Quotes@usace.army.mil.
This contract is set aside entirely for small businesses. No incumbent contractor is identified in the available documentation. The contract will span a performance period of 410 calendar days from award, with anticipated work occurring between January and December 2026, involving three major one-week installation sessions and eight shorter troubleshooting and integration sessions of up to four hours each. The contractor will be responsible for installing, configuring, and integrating an estimated 24 to 30 BACnet devices total across the three installation periods, grouped by device vendor. All work will be performed on-site at ERDC-CERL in Champaign, Illinois, requiring contractor travel to the facility for all eleven scheduled sessions. The government will provide network infrastructure and test equipment, while the contractor is excluded from providing cybersecurity engineering, electrical work beyond low-voltage connections, and server-side operations.

Update #3 · Latest ·
ERDC-CERL has been enhancing their Control System Test Lab (CSTL) to address the Facility Related Control Systems (FRCS) testing gap, but additional system components are needed to provide the full range of testing services required to meet new and emerging Army control system requirements and goals. In line with this, CERL is using the CSTL to perform testing to support a demonstration project evaluating Managed BACnet (a specialized data communications protocol). The purpose of this contract is to secure technical support of FRCS subject matter experts for the installation, configuration, and integration of the new technologies/equipment required for the CSTL enhancement.
Offerors should specifically review Sections L & M of the attached solicitation for detail on offer submission requirements.
AMENDMENT 0001 published 6 October 2025: The purpose of this amendment is to clarify the extent of the requirements as detailed in Performance Work Statement (PWS) Section C, and extend the solicitation closing date.
AMENDMENT 0002 published 22 October 2025: The purpose of this amendment is to further clarify the extent of the requirements as detailed in Performance Work Statement (PWS) Section C, and extend the solicitation closing date.
