About this file

This file is an Amendment 0002 Questions and Answers document for the Controls System Test Laboratory (CSTL) solicitation by the U.S. Army Corps of Engineers. The document provides detailed clarifications about a technical integration project involving Facility Related Control Systems (FRCS) at the ERDC-CERL laboratory. Key technical details include integration requirements for front-end systems like Niagara Framework, JCI Metasys, Schneider EBO, and Siemens Desigo, with specific parameters around device installation, networking, and system configuration. The Q&A reveals that the contractor will not be responsible for server-side operations, electrical work beyond low-voltage connections, or providing test equipment, and will integrate approximately 24-30 devices across three installation periods grouped by device vendor.

The solicitation seeks FRCS subject matter experts to support the installation, configuration, and integration of new technologies for enhancing the Control System Test Lab, with a specific focus on supporting a demonstration project evaluating Managed BACnet. Offers are to be submitted to CERL-CT-Quotes@usace.army.mil, with this amendment (0002) further clarifying requirements in the Performance Work Statement Section C and extending the solicitation closing date. No CMMC or Controlled Unclassified Information (CUI) handling requirements are specified, and all network infrastructure will be provided by the government, with devices existing on a single subnet without firewalls.

CSTL Questions

1. Q: What front end FRCS/BAS system(s) does CERL have?

Niagara Framework, JCI Metasys, Schneider EBO, and Siemens Desigo.

Although not explicitly stated in the PWS, the systems are addressed in section L of the solicitation (page 45), which requires familiarity with Niagara Framework and at least one of the following three systems: JCI Metasys, Schneider EBO, and/or Siemens Desigo.

a. Is it/are they installed and licensed?

Yes.

If not, will Contractor be responsible for installing and licensing all supervisory (e.g. Niagara, Metasys, Desigo CC) devices and field components, to include software?

No.

b. Is it/are they physical or VM front end systems?

VM.

c. Will contractor be responsible for server-side OS, e.g., MS Server 2022 and MS SQL? If so, can MS SQL Express be used?

No, contractor will not be responsible for the server side.

2. Q: Can you provide a list of 24-30 devices on hand to be installed during the 3 installation periods?

A current draft list is provided (see attached), however please note there may be final changes to this list. The Government intends to have the list finalized by the time the contract kickoff meeting occurs

3. Q: Will the installation work need to be warrantied?

No.

a. Will CERL staff or local Directorate of Public Works (DPW) personnel provide electrical work/connections, or will Contractor be required to provide qualified electricians?

The only electrical work expected by the contractor would be low-voltage connection from provided 120V outlets to the devices (contractor is not expected to provide qualified electricians).

4. Q: Is there follow-on support required after the close-out meeting?

No.

5. Q: How will the 24-30 devices be mounted in the CSTL?

The devices will be mounted inside existing enclosures/cabinetry in the CSTL.

a. Do we need to provide mounting hardware or enclosures for the field devices?

No.

b. Do you need us to create an enclosure(s) for the field devices that can simulate data to use for specific tests?

No.

6. Q: Does CERL know the sequence of devices they want installed for the 3 installation periods?

Yes. The installations will be grouped by device vendor.

7. Q: What tools, peripheral equipment (e.g., workstations, monitors, etc.) will be provided by CERL?

CERL will provide all needed peripherals and workstations for accessing front-end software and device configuration tools.

8. Q: What test equipment is provided by CERL?

Reference is called to the final paragraph of the Introduction Section of the Performance Work Statement. Other than verification that integration is complete, there is no testing required as part of this contract. No test equipment is required.

a. Can we request specific test software or integrate our own tools into those provided by CERL?

9. Q: Is there a high-level system architecture network diagram for the overall CSTL FRCS system including VLANs, firewalls, PPS and field device connections for each separate system?

All the devices in the CSTL are on the same subnet. There are no firewalls. All network IP infrastructure within the lab will be provided.

10. Q: Which hardware field controllers, BACnet devices like controllers that manage HVAC units, lighting, or other BACnet system controllers; sensors and meters that provide data on things like temperature, occupancy, or energy use, etc.; actuators that control devices; gateways that translate BACnet data to-and-from other protocols; and user interfaces allowing users to control and monitor BACnet systems. Will any of these components or devices be used in the FRCS system?

The question is unclear. The solicitation is for the integration of the components listed in the attached hardware/software list to the front-ends listed above.

11. Q: Which BPOCs will be used in the FRCS system?

It is unclear what BPOCs means in this context. The field point of connection will be provided (an ethernet switch). For front-ends requiring intermediate hardware (JACE, JCI SNE) that hardware exists in the current CSTL and is available for integration.

12. Q: What is the system architecture for connecting sensors and meters?

There are no sensors or meters for this project.

13. Q: Do we need to be concerned with local LAN network buildout, internal switches or PPS?

No. See questions 9 and 11.

14. Q: Is there a CMMC or CUI based requirement for Information Handling? Will all information, reports and data be restrained to Government Servers and Shares?

No, there is no CMMC or CUI requirement for this effort.

a. If so, will the Government provide a satisfactory repository for the information
