About this file
This document is a Questions and Answers file for a Controls System Test Laboratory (CSTL) support contract solicitation from the Department of the Army Corps of Engineers. The solicitation seeks technical support for installing, configuring, and integrating new technologies and equipment for enhancing the CSTL's testing capabilities, with a specific focus on Managed BACnet protocol integration. Key clarifications include confirmation that the contract requires three major installation sessions with 5-10 devices per session, all meetings will be in-person, and there is no mandatory coordination with external vendors.
The contract requires offerors to demonstrate experience integrating multi-vendor BACnet systems across at least four separate installations, with integration to various front-end systems including Niagara Framework, Schneider Electric EBO, Siemens Desigo, and Johnson Controls Metasys. Proposing teams with Army CAC-enabled personnel are advantageous, though not mandatory. Offers must be submitted electronically to CERL-CT-Quotes@usace.army.mil, with telephone responses explicitly not accepted. The opportunity is aimed at supporting ERDC-CERL's goal of addressing Facility Related Control Systems (FRCS) testing requirements and emerging Army control system needs.

Questions and Answers CSTL Support
Q1: Page 6, section 9.b.1 shows three installations but Page 45, section L.2.a states “at a minimum:
· four separate instances of BACnet device installation
· one or more instances of integration of BACnet devices from different vendors, with devices from at least 4 different vendors across all instances
· integration of BACnet devices to a Niagara Framework front-end and at least one of the following additional front-end systems: a) Schneider Electric EBO b) Siemens Desigo c) Johnson Controls Metasys Can the government clarify how many baseline installs will be required?
A1: Section 9 is part of the PWS which defines the work to be done. Section L is Instructions, Conditions and Notices to Bidders, not tasks to be performed as part of the work. Specifically, L.2.a is listing minimum experience necessary for a proposal to be considered technically acceptable.
The contract requires 3 major install sessions, each installing and integrating an estimated 5-10 devices per session, as outlined in section 9.b.1.
Q2: If we need to integrate BACNET with vendors, please give specific entities so that we can get quotes for their support?
A2: There is no expectation or requirement for coordination with other vendors or companies for this contract. We expect that the awardee will have sufficient experience and capabilities to perform the integration. If the respondent chooses to coordinate with others, this is an internal matter.
Q3: To integrate BACNET with front end systems for the three companies listed, will we need to get quotes for their support?
A3: (See answer to Q2) Competitive proposals are expected to demonstrate experience integrating multi-vendor, BACnet systems as outlined in Section L. If support from vendors is required to demonstrate this ability, this is an internal matter for the respondent.
Q4: Are there any other vendors or companies that we will need to coordinate with on this contract, so that we can get quotes from them for our bd?
A4: See answers to Q2 and Q3. There is not government required coordination with other vendors.
Q5: Major Requirements, Task 2. There are eight sessions. These are in-person correct, not virtual?
A5: Correct. All meetings are to be held in person
Q6: Government-Furnished Support/Information/Property. We have a team of 10 SMEs with Army CACs. Can we assume that meets the access requirements?
A6: Yes, however having active CACs is not a requirement to perform this work. Refer to Section C.11 of the PWS, Physical security and access control requirements (on pg7 of the solicitation) for the requirements of accessing the facility.
Q7: Meetings and Reviews, Close out meeting. This is a physical meeting correct? A full day or a matter of hours?
A7: Correct. All meetings are to be held in person. It is anticipated that this meeting would only require a few hours, however the main driver would be the extent of issues/lessons learned to discuss.
