About this opportunity

The United States Marshals Service (USMS) has issued a Limited Source Justification for bridge task orders to five incumbent small business contractors (Starside Security & Investigation, Prudential Protective Services, Paragon Systems, United Security, and Inter-Con Security Systems) for contract detention officer and prisoner transportation services. The justification covers short-term task orders from March 1, 2025 through June 30, 2025, with an estimated total value of $7,339,986, necessitated by the expiration of current Blanket Purchase Agreement (BPA) orders on February 28, 2025. The bridge orders are required to maintain critical prisoner transportation and guard services while USMS reassesses its acquisition strategy following the rescission of a previous executive order restricting privately operated detention facilities. Services include transporting prisoners between detention facilities, medical centers, courthouses, and airlift sites, with contractors responsible for maintaining security protocols and using trained personnel compliant with USMS standards. Although competitive acquisition processes were initiated with RFQs in March and November 2024, these bridge orders will ensure continuous service delivery during the procurement refinement period.
