About this opportunity
The Army Contracting Command Aberdeen Proving Ground, procuring on behalf of the Defense Commissary Agency, is preparing to solicit Continuous Integration and Continuous Delivery (CI/CD) Tier 1 and Tier 2 support services, with a sources-sought response due by August 3, 2026. The Government reserves the right to set aside this opportunity for small businesses or small business socioeconomic programs (8(a), HUBZone, SDVOSB, WOSB/EDWOSB), with subcontracting limitations applicable under FAR 52.219-14.
DeCA operates 235 commissaries across 45 states, 13 countries, and two U.S. territories. The requirement supports transition of DeCA's SAP Retail Cloud program from implementation into a continuous Agile operations model underpinned by a CI/CD framework. The anticipated contract will be firm fixed price under NAICS 541519 (Custom Computer Programming Services), with a small business size standard of $34 million.
Interested parties must submit a Capability Statement (maximum 10 pages) electronically to Contract Specialist Nicole Tokash at nicole.tokash.civ@army.mil by August 3, 2026. The statement must include company profile and UEI information, business size and socioeconomic status classification, and technical capability documentation demonstrating experience with SAP Retail Cloud support, Agile software development, DevSecOps/CI/CD pipelines, Tier 1/Tier 2 operational support, SAP Business Technology Platform (BTP), S/4HANA, and comparable enterprise cloud environments. Respondents should also provide industry feedback or technical questions regarding scope and logistics, and identify existing government contract vehicles such as GWACs or GSA Multiple Award Schedules.
