Notice Type: Sources Sought Notification
PSC Code: DA10
NAICS Code: 541519
Point(s) of Contact: Nicole Tokash, nicole.tokash.civ@army.mil
BACKGROUND: The Defense Commissary Agency (DeCA), a component of the Department of Defense (DoD) reporting to the Under Secretary of Defense for Personnel and Readiness, is responsible for operating a worldwide network of 235 commissaries across 45 states, 13 countries, and two U.S. territories. Headquartered at Fort Lee, Virginia, DeCA serves Active Duty, Reserve, and National Guard members, military retirees, service-connected disabled veterans, authorized family members, and other eligible patrons by providing quality grocery and household products at significant savings. The Agency manages annual sales exceeding $4.6 billion, employs more than 14,000 personnel, and supports approximately 3,000 checkout lanes, including self-checkout capabilities. Operational oversight is provided through five area offices—East, Central, West, Europe, and Pacific—which oversee commissary operations worldwide, supported by eight Central Distribution Centers (CDCs) and one Central Meat Processing Plant (CMPP) that provide critical logistics and supply chain support.
To support its mission and modernize enterprise operations, DeCA is advancing its digital transformation strategy by leveraging integrated SAP Retail Cloud technologies to enable near real-time, data-driven decision-making across the enterprise. DeCA envisions an operating environment with timely access to accurate, reliable, and actionable data to improve operational efficiency, increase sales, reduce costs, and maximize the value of the commissary benefit for eligible patrons. The Agency seeks industry solutions capable of sustaining and enhancing its SAP environment through innovative approaches that maintain a Clean Core architecture, support interoperability with existing systems and technologies, and enable continuous modernization. As part of this effort, DeCA is transitioning its SAP Retail Cloud program from implementation into a continuous Agile operations model supported by a Continuous Integration/Continuous Delivery (CI/CD) framework that provides Tier 2 support while delivering ongoing enhancements to meet evolving mission requirements.
PURPOSE: The Defense Commissary Agency (DeCA) is conducting market research to identify interested and capable businesses, stimulate industry awareness, and gain feedback to improve the acquisition strategy and planning process.

The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this notice is strictly voluntary. The Government will utilize information received from this notice to assist in acquisition planning and identifying small businesses’ capabilities.
