About this opportunity
The Department of the Air Force Air Mobility Command's 305th Operations Support Squadron is seeking a Continuous Friction Measuring Equipment (CFME) RT3 Flight model or equivalent to support real-time friction data collection for airfield operational assessments at Joint Base McGuire-Dix-Lakehurst, New Jersey. The CFME must integrate into customer-provided vehicles, withstand extreme winter conditions for snow and ice removal testing, complete 12,000 tests per season without tire replacement, and include FAA approval with minimal vehicle modification requirements. The contractor must provide comprehensive technical specifications including tailored software with lifetime licensing, web-based reporting capabilities for real-time friction value tracking, and a Samsung S10 tablet for data management, along with a one-year warranty covering all components and installation. The government will evaluate proposals using a Lowest Price Technically Acceptable methodology, with technical acceptability determined by compliance with Statement of Work requirements. Quotes are due by 2:00 PM EST on September 24, 2025, and must be submitted via email to Contract Specialist Shakeia Reyes and Contracting Officer Sarah Brown.
This procurement is designated as a 100% small business set-aside under NAICS code 334519 with a size standard of 600 employees, and no incumbent contractors are identified in the documentation. The government intends to award a single firm-fixed-price contract for one CFME unit and its complete installation, though no specific contract value or budget range is disclosed in the solicitation materials. The contractor must deliver and install the equipment within 45 days of contract award, with installation to be completed by qualified technicians at Building 1758 on the customer-provided vehicle. All work will be performed at Joint Base McGuire-Dix-Lakehurst in New Jersey, with installation activities restricted to normal business hours (Monday-Friday, 0730-1630) and requiring adherence to strict base security protocols. The equipment must be brand new rather than refurbished and must comply with Department of Defense and Federal cybersecurity standards.
