About this opportunity

The U.S. Army Combat Capabilities Development Command Soldier Center (DEVCOM SC) has issued a Request for Project Proposal (RPP) through a Special Notice for the Contested Aerial Delivery Development (CADD) program. The notice is part of the BOTAA 22-01 competitive announcement and seeks pre-proposals from private entities, including nonprofit and commercial organizations. The RPP focuses on developing innovative aerial delivery vehicles capable of operating in contested, Anti-aircraft/Area Denial (A2/AD) environments where traditional aerial delivery methods are ineffective. Specifically, the Army is looking to advance aerial delivery technologies that can increase deployment range and improve sensor capabilities to mitigate electronic warfare threats. The opportunity is being issued for planning purposes and does not constitute a commitment to award an agreement.

Contractors interested in participating must submit pre-proposals by March 20, 2025, with documents limited to 10 pages and including a high-level Work Breakdown Structure, technology readiness level assessment, and anticipated costs. The project requires developing a preliminary design for an aerial delivery vehicle with specific technical requirements, including the ability to carry payloads over 250 pounds, operate within a 150 nautical mile range, and function in GPS-denied environments. Eligible contractors must provide a Non-Traditional Defense Contractor certification and demonstrate capabilities in system development, testing, and evaluation. The preliminary design may involve reusing, modifying, or enhancing existing designs, with a focus on supporting the Joint Precision Airdrop System (JPADS) Program of Record. The government will review pre-proposals within 60-90 days and is seeking innovative solutions to enhance aerial delivery capabilities in challenging operational environments.

Objective

This Request for Project Proposal (RPP) is issued to request pre-proposals (white papers) in accordance with Section III, B, 1 of the U.S. Army Combat Capabilities Development Command Soldier Center (DEVCOM SC) Broad Other Transaction Authority Announcement (BOTAA) 22- 01 competitive announcement and is being issued for planning purposes only. It is not to be construed as a commitment by the Government to award an agreement, nor will the Government pay for the information solicited. Product Manager Force Sustainment Systems (PdM FSS) is seeking information on the capabilities and willingness of private entities (nonprofit and commercial) to develop a preliminary Contested Aerial Delivery Development (CADD) design that will support a prototype project, as defined on page 5 of the BOTAA.

Background

In a contested, Anti-aircraft / Area Denial (A2/AD) environment, traditional forms of aerial delivery are not possible due to the presence of both kinetic and electronic defenses. Advances are required in aerial delivery vehicles to increase their operable deployment range from target, which puts aircraft out of harm’s way. Additionally, advances in sensor technology are required to allow these aerial delivery vehicles to operate nominally in the presence of electronic warfare.

Requirements

The purpose of this RPP is to request pre-proposals to conduct system development, testing, and evaluation of a preliminary design for a CADD capability. The preliminary design may be based on reusing, modifying, or enhancing existing designs.
