About this file
This document is a Questions and Answers (Q&A) document for the Contested Aerial Delivery Development (CADD) Request for Project Proposal (RPP) issued by DEVCOM SC-BOTAA 22-01. The Q&A addresses eight key questions from potential proposers about the project requirements, including clarifications on payload capabilities, launch modalities, and proposal submission guidelines. Significant details include a payload requirement of at least 250 pounds with dimensions up to 48 x 96 x 108 inches, a specified airdrop launch modality with no special consideration for alternative flight methods, and confirmation that the project includes work for the Joint Precision Airdrop System (JPADS) Program of Record. Proposers are advised that video links may be included in pre-proposals but must adhere to government email system limitations and be viewable on government accounts.

REQUEST FOR PROJECT PROPOSAL (RPP)
Area of Interest: Soldier Sustainment Directorate, Aerial Delivery Division
Prototype: Contested Aerial Delivery Development
QUESTIONS AND ANSWERS
QUESTION 1: Is the CADD RPP tied to the JPADS POR – or this is a new / separate requirement?
ANSWER: The CADD RPP includes work for the JPADS POR
QUESTION 2: In double-checking the RFP documentation I noticed there was no mention of a requirement tied to a target airspeed for the proposed aircraft; is there a target requirement? If so, what is the target airspeed for a proposed airframe?
ANSWER: No target requirement.
QUESTION 3: As far as a capability for this RFP, would a Vertical Take off and Landing (VTOL) aircraft be considered a plus? Or is the requirement independent of flight modality (Conventional Take-off and Landing, VTOL, Glider, etc).
ANSWER: The intended launch modality for this effort is Airdrop. No special consideration will be given for other launch modalities.
QUESTION 4: The payload capability in the RPP states “The system must securely transport a payload of at least 250 pounds, with the capability to accommodate payloads of varying shapes and dimensions up to 48 x 96 x 108 inches.”
Can you confirm if the dimensions given are for the cargo that the system is expected to carry or if the dimensions are the space within the host aircraft available for our delivery system?
ANSWER: Those dimensions are for the payload, which would be synonymous with the cargo that the system is expected to carry
QUESTION 5: What is the page limitation on the preproposal?
ANSWER: See RFPP as this is the over-arching determinator.
QUESTION 6: What level of pricing detail should be included within the pre-proposal?
ANSWER: See RPP Pricing section. In further support, a rough order of magnitude would suffice, provided the page limit is not exceeded.
QUESTION 7: There is also a document titled: HARPY+Request+for+Project+Pre- Proposals, is this document still relevant, in particular it's proposed
ANSWER: We do not know this document as it relates to this requirement.
QUESTION 8: Can we provide links to videos within the pre-proposal of our assets flying?
ANSWER: Videos may be provided but must adhere to our email system limitations, not contain viruses, and be viewable on a government account. We are not held accountable for videos that do not play or are unable to be played on our accounts.
