About this opportunity

The Federal Energy Regulatory Commission seeks consulting flood hydrologist services, with proposals due September 11, 2026 at 10:00 EDT. This is a labor-hour contract with cost reimbursement for other direct costs (travel), spanning one 12-month base period plus four optional 12-month extension periods for a potential five-year contract life, with an estimated total contract value of $19 million.

Place of performance is Washington, DC. The contractor must hold a Master's degree in hydrology or civil engineering with emphasis in hydrology and possess at least 20 years of relevant experience in flood hydrology as it relates to dam safety. Work encompasses watershed hydrologic modeling, probabilistic flood hazard estimation, Probable Maximum Precipitation and Probable Maximum Flood analyses, regional frequency analysis, climate change impact assessments using Shared Socioeconomic Pathways data and NASA projections, and expert consultation on dam safety flood hydrology issues. Typical work efforts include reviewing licensee-submitted analyses, attending Board of Consultants meetings, providing expert advice to FERC staff, preparing written reports and technical white papers, and delivering technical training to FERC staff. The government anticipates approximately 500 consulting hours per performance period, with potential extension to 700 hours annually in response to dam safety incidents or events.

The NAICS code is 541620 (Environmental Consulting Services), though solicitation amendment 0003 (issued September 8) expanded eligibility to also include primary NAICS codes 541715 (Computer Systems Design Services) and 541330 (Engineering Services). The procurement is unrestricted and carries no set-aside. Contractor and employee personnel must execute Non-Disclosure Agreements addressing Critical Energy Infrastructure Information and handle all non-public information in accordance with FERC procedures. Evaluation uses a best-value trade-off methodology weighing non-price factors (Organizational Conflict of Interest on pass/fail basis, Technical Capability and Past Performance on confidence-rating basis) as significantly more important than price. Quotations must remain firm for 90 calendar days. Questions were due August 27; past performance questionnaires and all submission materials are due September 11.
