About this file

This is a Contractor Critical Energy Infrastructure Information (CEII) Non-Disclosure Agreement template required as Attachment 4 for the consulting flood hydrologist services solicitation with the Federal Energy Regulatory Commission (FERC). The agreement establishes mandatory confidentiality and security protocols that any contractor must execute prior to accessing sensitive CEII during performance of work on dam safety and flood hydrology projects.

The agreement contains five key requirements: (1) contractors must limit CEII access to authorized employees with a legitimate need and maintain a detailed access log by employee and project; (2) contractors are prohibited from disclosing CEII to external parties except project owners, operators, or applicants; (3) all CEII copies must be clearly marked and handled as CEII; (4) CEII must be used exclusively for FERC contract work and returned upon project completion; and (5) violations may result in debarment or suspension from future FERC contracts. The template requires contractor certification through signature by an authorized representative, including name, title, organization, and date. This is a mandatory compliance document rather than a standalone solicitation component.
