About this file
This is a Questions and Answers document (Attachment 10) for RFQ 89603026Q0062, issued as Solicitation Amendment 0002 on September 1, 2026. The document addresses eleven questions received from potential quoters regarding solicitation requirements and submission procedures. The revised quote due date is September 9, 2026, at 10:00 AM EST, with all attachments due simultaneously. This deadline change was made to accommodate a federal holiday that fell on the original due date of September 7, 2026.
Key clarifications provided address submission procedures and staffing flexibility. Quoters must address SAM registration status in their cover letter if annual representations and certifications are current in the System for Award Management. All submitted resumes are limited to three pages, and references must provide information consistent with the Past Performance Questionnaire, which is now due by September 9, 2026, with other attachments and quotes. Employee NDAs (Attachment 6) are required only for key personnel identified in the quotation, with future NDAs required for support staff if selected. Corporate experience examples must be U.S.-based projects with similar complexity, size, and scope, and for non-federal work, quoters must provide a contract or project agreement identifier. Regarding staffing, quoters may designate more than one Flood Hydrologist and may identify additional qualified flood-hydrology personnel for support; however, only the technical qualifications of the primary Flood Hydrologist(s) will be evaluated.
