About this opportunity
The Department of the Interior US Geological Survey Office of Acquisitions and Grants seeks construction services for asphalt road repair and resurfacing, sidewalk replacement, and curb replacement at the Northern Prairie Wildlife Research Center in Jamestown, North Dakota, with proposals due August 24, 2026. The procurement is a Total Small Business Set-Aside under NAICS 237310.
Place of performance is the NPWRC facility in Jamestown, North Dakota. The contract runs from September 8, 2026 through July 7, 2027, with all construction work to be completed by July 31, 2027 before cold weather begins. Work spans three phased areas: Maintenance & Storage Building, Riverside Building, and Administrative Building, including demolition, asphalt milling and grading, new asphalt pavement, concrete apron and sidewalk installation, new curbs, bridge inspection and maintenance, parking line repainting, and related site work.
The contract is firm fixed price. Performance bonds and payment bonds are required within 10 days of award, both at 100 percent of original contract price. Contractor must begin work within 10 days of notice to proceed and complete construction within 180 days, with liquidated damages of $500 per calendar day of delay. Construction wage requirements apply per Department of Labor General Decision ND20260048 (effective January 2, 2026). Buy American requirements mandate domestic construction materials unless exceptions are granted.
Mandatory site visit is scheduled for July 28, 2026 at 1:00 PM. A proposal guarantee of 20 percent of total price (maximum $3,000,000) is required. Evaluation prioritizes Technical Approach (asphalt resurfacing plan, sidewalk and curbs construction plan, standards compliance, OSHA adherence); Project Management and Schedule (critical path method schedule, risk and safety protocols); Key Personnel Qualifications (asphalt superintendent, concrete/sidewalk manager, quality control manager with specified minimum experience); Past Performance Within Three Years (two references demonstrating similar project competency); and Sustainability and Materials Management (recycled materials use, environmental controls), with price as the final evaluation factor. The Government intends to award without discussions but reserves the right to conduct them if necessary. All offers must remain valid for 60 days.
