About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the USGS OAG Denver Acquisition Branch for solicitation 140G0226R0010.
The amendment extends the proposal due date from August 21, 2026 at 12:00 PM MST to August 24, 2026 at 12:00 PM MST, and adjusts the period of performance from the originally scheduled dates to September 8, 2026 through July 7, 2027. The contract is a firm fixed price award for construction services involving pavement repairs, asphalt paving, crack sealing, seal coating, sidewalk replacement, curb replacement, and bridge inspection work at a USGS facility. The amendment addresses 29 contractor questions and answers regarding project specifications, site conditions, utility information, phasing requirements, and other technical matters. Key clarifications include confirmation that soil boring reports are available from the A&E Firm post-award, specifications are contained in blueprints and the Statement of Work, the contractor is responsible for survey control points and staking, and unforeseen conditions such as unsuitable subgrade or undocumented utilities may qualify for equitable adjustment after Contracting Officer approval. The Technical Point of Contact is Bryan Wolla (bwolla@usgs.gov), the Administrative POC is April Zimney, and the Contract Specialist is Philip Robinson (philip_robinson@ios.doi.gov).

Q1. Can one person "triple hat" as
Superintendent, SSHO and QC Manager?
A1. Yes, if the person is fully qualified to perform each of the duties.
Q2. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
A2. YES.
Q3. Please provide the site visit attendee sign in sheet.
A3. In U.S. federal construction contracting, posting a site visit attendance sheet (sign in list) to bidders is not mandated by the FAR.
Q4. Are soil boring reports available? If not, confirm discovery of rocks and obstructions during excavation will be treated as differing site conditions under FAR 52.236 2 or addressed as a change under FAR 52.243
A4. Yes, soil boring reports are available from the A&E Firm. Technical Point of Contact will supply the boring reports after award.
Q5. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

Q6. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.
A6. There is no known asbestos or lead.

A8. No, there is no exemption for working under federal contracts
Q9. When do you anticipate on site work starting?
A9. Work can begin after award - mid-September

A15. Specifications are in the blueprints, Statement of Work, and any other document currently in SAM.GOV.
Q16. Will the Government provide existing utility as-built drawings or GIS records for the project site, and how will undocumented utilities encountered during construction be handled?
A16. Refer to the Statement of Work. The
Government will work with the construction contractor using as-built blueprints if available. Undocumented utilities will be handled according to language within the
Statement of Work.
Q17. Has the planned septic system work in the
Maintenance and Administration Areas been completed, or will it occur prior to this contract? If not, how will conflicts and resulting pavement restoration be addressed?
A17. The planned septic system replacement has not been completed. USGS hopes to award the septic project in August 2026. All construction planning will be completed by the
USGS Technical Point of Contact and will be planned & communicated with the
Asphalt Construction Contractor and Septic
Construction contractor.
Q18. Can the Government provide the required pavement section details, including asphalt thickness, aggregate base thickness, compaction requirements, milling depth, and tack coat requirements for each pavement repair area?
A18. Unfortunately, the A&E Firm did not provide this information. This will be decided between the awardee and the USGS Technical
Point of Contact. For these specifications, think of these details as "design build".
Q19. What are the required limits and acceptance criteria for crack sealing?
Specifically, are all visible cracks to be sealed, is there a minimum crack width, and is

(C) crack routing required?
A19. All visible cracks are to be sealed.
Crack routing will only be required for large cracks that need major sealing (approx. 5% of the cracks). Most of the cracks will only require crack filling.
Q20. Please provide a quantity of cracks to be sealed.
A20. This information is not available at this time.
Q21. Can the Government identify the exact limits of seal coat application and provide the estimated square yardage for bidding purposes?
A21. Unfortunately, the A&E Firm did not provide this information.
Q22. What is the required scope of the bridge inspection noted on the plans? Is a licensed structural engineer required, what inspection standard applies, and is a written report required?
A22. The intent of the bridge inspection is to ensure road work will remain stable around the bridge. The USGS wants to make sure that the bridge is in proper condition prior to completion of road work, thus a FHWA-approved contractor with prior inspection experience is required
Q23. Can the Government provide additional information regarding the underground storage tank to be filled with sand, including dimensions, construction material, environmental status, and confirmation that the tank has been properly abandoned?
A23. The Government is attempting to find original blueprints for the underground storage tank to be filled with sand. The estimated capacity is 500 gallons.
Q24. Can the Government provide a complete sign schedule, including MUTCD designation, sign sizes, post type, mounting details, and foundation requirements for the reflective road

(C) signs shown on the plans?
A24. Yes, after award the Government will provide a sign schedule. Because our roads are not used by the public (only used by USGS staff) there will not be many needs for temporary traffic control zones.
Q25. Are the three construction phases required to be completed sequentially, or may the Contractor overlap or modify the sequencing to improve efficiency while maintaining site access?
A25. The contractor may overlap phases, as long as construction does not interfere with daily operations and is approved by the
Contracting Officer.
Q26. Can the Government identify all buildings, roads, emergency routes, and pedestrian access routes that must remain operational throughout construction, as well as any allowable closure periods?
A26. Yes, the USGS Technical Point of Contact will identify all of this information with the contractor.
Q27. Can the Government provide estimated quantities for major bid items, including milling, asphalt paving, crack sealing, seal coating, sidewalk replacement, curb replacement, demolition, and pavement striping, to promote consistent bidding among offerors?
A27. Please refer to the blueprints and statement of work. Even though estimated quantities may not be specifically identified, consider approaching the project in a "design build" approach.
Q28. Will unforeseen conditions such as unsuitable subgrade, undocumented utilities, buried debris, or abandoned structures encountered during construction be considered differing site conditions eligible for an equitable adjustment?
A28. Yes, after review of the "unforeseen"
