About this opportunity
The U.S. Army Corps of Engineers, New York District intends to solicit a Firm Fixed Price contract for construction of a power generation and microgrid facility at Joint Base McGuire-Dix-Lakehurst, New Jersey, with a market-research responses due August 1, 2026. This is a full-and-open solicitation with no set-aside. The project magnitude is between $5 million and $15 million.
The scope includes construction of a 400 kilowatt photovoltaic array with a 1.5 megawatt battery energy storage system, microgrid controller, two 500-kilowatt natural gas generators, and supporting electrical infrastructure. The installation will connect the PV array and BESS to an existing electric vehicle charging facility and building 678 through the current building transformer, providing electrical-distribution redundancy and black-start capability to switch between grid power, on-base resilient power, and generators at critical facilities. The project also encompasses fire suppression systems, utilities, communications, site improvements, and associated support facilities, designed to comply with Department of Defense, Air Force, and base standards.
Place of performance is Joint Base McGuire-Dix-Lakehurst, New Hanover, New Jersey. Contract duration is 730 calendar days. The NAICS code is 236220 (Commercial and Institutional Building Construction); the PSC code is Y1NZ (Construction of Other Utilities).

The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a Firm Fixed Price (FFP) contract for the construction of a project at Joint Base-MDL, New Jersey. The project magnitude is between $5- $15 million.
This will be a full-and-open solicitation.
Summary of Work:
The intent of this project is to construct a new 400 KW photovoltaic array (PV) in conjunction with a battery energy storage system (BESS) at 1.5 MW, microgrid controller, two 500kW natural gas generators. The necessary electrical support infrastructure will be installed to connect the PV array and BESS to the EVCF and building 678 through the existing building transformer. This will provide redundancy in the electrical distribution system and the black start ability to switch between grid power, on base resilient power, and generators at the critical facilities. These will all be interconnected and controlled by a microgrid control system constructed by this project. The project also will include fire suppression system, all utilities, communications, site improvements, and associated support facilities. The facility will be compatible with applicable Department of Defense, Air Force, and base design standards.
The contract duration will be 730 calendar days. The North American Industry Classification System (NAICS) code is for general construction; 236220 for Commercial & Institutional Facilities.
