About this opportunity
The Federal Deposit Insurance Corporation (FDIC) is seeking to procure a construction cost estimation software subscription (RSMeans or equivalent) that integrates with IBM's TRIRIGA application. The solution must include current cost data for facilities and construction nationwide, delivered via an Application Programming Interface (API) with quarterly updates supporting at least 20 concurrent users. Key requirements include data organized in Omniclass (preferred) or Uniformat structure, comprehensive coverage of facility construction, maintenance, repair costs, historical and predictive data spanning a minimum of three years, and support for multiple labor types aligned with Department of Labor standards. The API must utilize REST architecture with JSON formatting, SSL/TLS encryption compliant with FIPS 140-2, and OAuth 2.0 or mutual TLS authentication. Award will be made on a best-value basis using Lowest Price Technically Acceptable (LPTA) criteria, with technical capability and price weighted equally, and the FDIC will select the technically acceptable proposal with the lowest evaluated price. The most recent amendment (Amendment 0004, issued February 18, 2026) extended the proposal due date to March 2, 2026, with oral presentations and live software demonstrations required as part of the evaluation process.
This solicitation includes no set-aside designations and is open to all sources regardless of size or socioeconomic status. The NAICS classification is 513210 (Software Publishers) with a size standard of $47 million. The contract period runs for five years from March 9, 2026 through March 8, 2031, consisting of a base period and four optional one-year extension periods. The vendor must provide up to two training events post-award and ongoing support including troubleshooting and compliance verification with federal auditing standards. Place of performance is Arlington, Virginia 22226, with proposals required in four volumes: a technical proposal with oral presentation materials, pricing information using the provided B-1 template, terms and conditions including the signed FDIC Rider (March 2025), and additional representations, certifications, and post-government employment certifications.
