About this file

This is Amendment 0004 to Solicitation CORHQ-25-Q-0321, issued by the Federal Deposit Insurance Corporation (FDIC) on February 18, 2026, with an effective date of 02/18/2026. The amendment extends the offer due date to March 2, 2026, and makes four key modifications to the original solicitation. The amendments revise the CLIN description to "Construction Cost Data Subscription and Application Programming Interface (API) with IBM Tririga," remove paragraph 2.2.2 from the Statement of Objectives regarding ASCII or CSV format file uploads, and adjust the performance and option period tentative dates to begin in March 2026 based on the actual award date. All terms and conditions of the original solicitation remain in full force and effect except as modified herein. Offerors must acknowledge receipt of this amendment by signing and including it with their proposal.

The underlying requirement is for the FDIC to procure and integrate RSMeans or equal construction cost data for facilities and real property nationwide with IBM's TRIRIGA application. The data must be current (updated quarterly via API), support at least 20 concurrent users, and be organized using Omniclass (preferred) or Uniformat structure. Required content includes facility construction cost data, facility maintenance and repair data, full assemblies with renovation and repair information, supplemental reference materials, forecast and historical data (minimum three years), and various cost detail levels aligned with labor types such as Davis Bacon standards. APIs must utilize REST architecture with JSON formatting, SSL/TLS encryption compliant with FIPS 140-2, and OAuth 2.0 or mutual TLS authentication. The contractor must provide up to two training events post-award and ongoing support including troubleshooting and compliance verification with federal auditing standards.

Federal Deposit Insurance Corporation

Construction Cost Data Subscription and Application Programming Interface (API) with IBM Tririga

Statement of Objectives

02/03/2026

1. GENERAL

1.1 Background

The Federal Deposit Insurance Corporation (FDIC) plays a critical role in maintaining public confidence in the nation’s financial system by insuring deposits, examining and supervising financial institutions, and managing resolutions and receiverships. Within the FDIC’s Division of Administration (DOA), the Corporate Services Branch (CSB) Facilities/Space Allocation staff including construction managers and project managers need to have access to accurate fair market pricing for facilities and construction industry pricing data. This pricing needs to be current, specific and validated for accuracy to allow FDIC adequate tools to project out cost information from small facility jobs to large infrastructure investments in all U.S states.

1.2 Statement of Objectives

The FDIC seeks to procure and integrate RSMeans or equal current cost data for facilities, real property and construction nationwide and tied to relevant and specific geographical locations with IBM’s TRIRIGA application as configured out-of-the-box. Current means continuously updated at least every three (3) months. Update cycles will follow this timeline unless a more frequent timeline or an alternative to meet the requirement for current information is specified. The data shall be organized and easy to use for cost analysis.

TRIRIGA is the FDIC in-house solution that will be used by data customers inside the FDIC network. This solution is FedRAMP certified and cloud based. Delivery of this data will be in TRIRIGA and not direct to users; however, the training shall focus on how to adequately consume and organize the data.

2. REQUIREMENTS

2.1 Scope – Data must support federal organizations managing real property nationwide including

Alaska and Hawaii with the Washington area being approximately 2,215,000 square feet (sq ft) total across nine (9) buildings at three (3) locations; additionally, there is 682,000 sq ft in underground parking at two (2) locations under six (6) buildings in the Washington DC area. This includes the nationwide Regional Offices in Atlanta, GA, Boston, MA, Chicago, IL, Dallas, TX, Kansas City, MO, New York, NY and San Francisco, CA and their associated area of responsibility. For more information visit Organization Directory - Regional Offices | FDIC.gov.

2.2 Currency/Delivery - Direct integration with IBM TRIRIGA application with no less than quarterly API uploads.

2.3 Users – RSMeans or equal dataset(s) integrated with the IBM TRIRIGA application must support at least 20 concurrent users (in TRIRIGA) https://www.fdic.gov/about/organization-directory-regional-offices

2.4 Data Structure –

2.4.1 Preferred: Omniclass

2.4.2 Alternative: Uniformat

2.5 Content –

2.5.1 Facility Construction Cost Data – includes renovation, concrete and masonry, electrical, green building, interior construction, mechanical, plumbing and site work and landscape unit costs as well as assembly and square foot specific datasets.

2.5.2 Facility Maintenance and Repair (FMR)—Maintenance and Repair Assembly component–includes construction, maintenance and repair, general maintenance and preventive maintenance with editable schedules.

2.5.3 Full Assemblies Data with Renovation and Repair Data

2.5.4 Supplemental Information: City Cost Index, Historical Cost Index, localization factors, equipment rental costs, crew listings, reference tables, common abbreviations, general estimating tips, change order best practices, project costs and square foot project size modifiers.

2.5.5 Forecast Data: Predictive Cost Data and Life Cycle Costing.

2.5.6 Historical Data: minimum previous three (3) yrs historical data must be available as needed.

2.5.7 Level of Costs Detail: Unit Costs, Assemblies, Square Foot Models.

2.5.8 Labor Type: Standard Union, Open Shop, Residential, Repair & Remodel, Facility

Maintenance & Repair and aligned with labor breakdown used by Department of Labor such as Davis Bacon.

2.6 Support: The contractor must provide up to two training events after contract award and include support as requested (breakdown cost), including troubleshooting data updates and changes to dataset(s) to ensure FDIC remains compliant with evolving federal standards and the data integrated with IBM TRIRIGA application meets all federal auditing regulations and standards.

The Contractor shall also give access to training resources or record initial training and provide it to help users effectively navigate the data provided.

3. APPLICATION PROGRAMMING INTERFACE (API) REQUIREMENTS

3.1 The system shall provide APIs using the Representational State Transfer (REST) architectural style to ensure standardized communication and interoperability.

3.2 The Contractor shall provide all capabilities necessary for FDIC to effectively pull the data into the FDIC environment.

3.3 APIs shall utilize JavaScript Object Notation (JSON) as the standard format for both data transmission and reception.

3.4 All communications through APIs shall be secured using Secure Sockets Layer (SSL) and

Transport Layer Security (/TLS protocols that are compliant with Federal Information Processing Standard (FIPS) 140-2 standards

3.5 APIs shall employ industry standard authentication and authorization mechanisms, including but not limited to OAuth 2.0, Jason Web Tokens (JWT), and API Key. Preference shall be given to the use of mutual TLS (mTLS).

3.6 APIs shall ensure that no sensitive or Personally Identified Information (PII) is recorded in application logs

3.7 APIs shall support data retrieval operations that include filtering, sorting, and pagination capabilities to facilitate efficient access to data.
