About this opportunity
The Department of the Air Force Air Education and Training Command has canceled solicitation FA301026R0006 for construction of a new school drop-off lane at Keesler Air Force Base, Mississippi, effective June 5, 2026 via Amendment 3. This was a Service-Disabled Veteran-Owned Small Business set-aside with an estimated value between $1,000,000 and $3,000,000.
The cancellation followed multiple deadline extensions and scope amendments. The original proposal due date of May 21 was extended to May 27, then to June 1, 2026. Amendment 1 (May 13) incorporated updated specifications Revision 2, Addendum 1 (asbestos remediation for suspected asbestos cement water pipe), and FAR Clause 52.222-90 (DEI discrimination provisions, Deviation 2026-O0038). Amendment 2 (May 27) updated the wage determination effective May 18, 2026, and extended the period of performance from June 25–December 22 to June 30–December 28, 2026. A pre-bid site visit was conducted April 29, 2026, with 18 attendees representing government, contractors, and engineering firms. A past performance questionnaire and reference list were required, evaluated on quality of work, schedule, management, regulatory compliance, and overall rating.
Work was to be performed at Keesler AFB, MS 39534, with 10 days to mobilize post-award and 180 calendar days to complete. The scope included demolition of existing structures, new asphalt pavement with crushed limestone base, concrete sidewalks, curb and gutter, a 30-foot by 20-foot aluminum canopy, storm drain infrastructure, signage, striping, sodding, and fire hydrant relocation with asbestos abatement. The project required Davis-Bacon prevailing wage compliance (MS20260133, effective May 18, 2026), Buy American materials, 100% performance and payment bonds, a competent superintendent and QA/QC officer on-site full-time, storm water pollution prevention planning, and as-built drawings in AutoCAD format. Evaluation followed Lowest Price Technically Acceptable methodology, weighing price reasonableness, technical acceptability, quality control, materials, key personnel, and past performance. NAICS 238990 (All Other Specialty Trade Contractors); PSC Y1PZ (Construction of Other Non-Building Facilities).
