About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 seeks replacement of deteriorated steam condensate vacuum return lines at its American Lake Campus in Tacoma, Washington, with proposals due August 25, 2026. The procurement is a service-disabled veteran-owned small business (SDVOSB) set-aside, limited to certified SDVOSBs listed in the SBA certification database.

Place of performance is Tacoma, Washington at the VA Puget Sound Healthcare System American Lake Campus. The work involves utility locates, excavation, asphalt and concrete removal, installation of 500 feet of 2-inch A106B S80 SMLS pipe, 500 feet of 2.5-inch A106B S80 DRL pipe, and 140 feet of 3-inch A106B S80 SMLS DRL pipe running under parking lot number 6 to support steam supply to three patient-care buildings. The contractor must provide 5 days of assistance to the American Lake pipefitter and perform reinstatement of steam utilidor lids, backfill, and parking lot surface restoration. Asbestos abatement applies only to piping in manholes 9, 10, and 10A, not utilidor piping. The period of performance is 120 days after notice to proceed. No weekend, evening, or temporary boiler work is required; the VA provides line drawings, utilidor depth information, traffic control, and condensate system testing coordination.

The budget is $19 million. NAICS code is 238990, All Other Specialty Trade Contractors; PSC is J045, Maint/Repair/Rebuild of Plumbing, Heating, and Waste Disposal Equipment. A mandatory site visit is scheduled for August 20, 2026, at 10:00 AM PT at Building 18, American Lake Campus—the only site visit opportunity. Prevailing wage rates under Service Contract Act apply per the attached wage determination. Contractors must sign VAAR 852.219-75 Limitations on Subcontracting certification.
