About this opportunity
The Department of Agriculture Agricultural Research Service is soliciting bids for the construction of a concrete water crossing at their Conservation and Production Research Laboratory in Bushland, Texas. The project requires a contractor to provide all labor, materials, equipment, supplies, supervision, and transportation necessary to construct a 20-foot wide by 60-foot long reinforced concrete ford with six-inch thick steel-reinforced concrete, including a water spreading drop structure designed to prevent erosion and enable all-weather access to the 1,500-acre federal property. Contractors must demonstrate at least five years of corporate experience in concrete roadwork and maintain satisfactory past performance records to qualify for consideration. The government will use a Lowest Price Technically Acceptable evaluation method with three factors: Technical Capability, Past Performance (both pass/fail), and Price. A mandatory site visit is scheduled for August 13, 2025, at 10:00 a.m. CST, and quotes must be submitted via email to Michael Sherlock by 3:00 p.m. Central Time on August 20, 2025.
This procurement is set aside exclusively for small businesses, with no incumbent contractors identified in the solicitation materials. The estimated project value is less than $25,000, though performance and payment bonds may be required for quotes exceeding $35,000 and $150,000 respectively. The concrete structure specifications call for 4,000 psi compressive strength concrete with rebar placed on 1-foot centers, creating an improved ford with 20-foot transitions sloping upward to meet existing roadway surfaces. Work must be completed within 45 days after contract award and will be performed at the ARS facility located at coordinates 35°10'37"N 102°05'32"W in Bushland, Texas. The project falls under Department of Labor wage determination TX20250002, establishing prevailing wage requirements for construction workers in the applicable Texas counties.
