The Department of the Interior National Park Service Midwest Region is soliciting concrete supplies for Canyonlands National Park via Request for Quote, with proposals due June 8, 2026 at 12:00 PM EDT and questions due June 3, 2026 at 12:00 PM EDT. This is a 100% total small business set-aside under NAICS code 238120 (size standard $19 million).

Delivery is required 240 days after award to 2282 SW Resource Boulevard, Moab, Utah. The requirement consists of 110 cubic yards of Davis 5084 integral color concrete and 10 cubic yards of grey concrete, with optional admixtures (ice, delay set, fly ash, hot water, calcium chloride, fiber mesh) available at the Park's discretion. Concrete must meet 28-day compressive strength of 4,000 psi, air entrainment of 5% ± 1.5%, water-cement ratio between 0.35 and 0.45, slump of 4 to 6 inches, and maximum aggregate size of 1 inch. Type I or II cement per ASTM C150 is required. Delivery trucks must be minimum 10 cubic yards with front discharge chutes only; rear discharge chutes are prohibited. The vendor must allow 6 minutes per cubic yard for unloading at no cost; excess unloading time beyond 6 minutes per cubic yard will be charged at the vendor's documented hourly rate not to exceed 120 total minutes without Contracting Officer approval. Total cost for all optional additives shall not exceed $6,225 without Contracting Officer approval.

This is a firm-fixed price commercial acquisition under FAR Part 12. Offerors must submit a signed SF 1449, completed price schedule, two-page capabilities statement, three prior project references from similar work within the past five years with contact information, and detailed product specifications. Offerors must maintain active SAM registration with a valid UEI at quote submission, award, and throughout performance. Liability insurance requirements are $100,000 per person, $500,000 per occurrence, and $500,000 property damage. Award will be made to the offeror providing best value based on price, technical capability, and prior experience. Amendment 0001 extended the close date from June 2 to June 8, 2026.

This announcement is to amend the Solicitation in order to update the Clause Package, attach "Clause Package - Revised" document, and extend the Solicitation Close Date FROM 6/2/2026 @ 12:00 PM EST TO 6/8/2026 @ 12:00 PM EST for all interested parties in the Septic Pumping service project at Canyonland National Park.

The solicitation and any amendments can be found and retrieved on SAM; www.sam.gov. Please complete the SF Form 1449 as instructed. All amendments must also be read - the SF 30 must be signed and returned once downloaded from SAM.gov.

GENERAL INFORMATION:

This solicitation is a Request for Quote (RFQ) Solicitation issued on Standard Form (SF). Award of this contract will be made according to FAR Part 12 Acquisition of Commercial Products and Commercial Services. All references to ¿proposal¿ in this solicitation shall be understood to mean ¿quotation.¿ Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

The contract awarded as a result of this solicitation will be a firm-fixed price commercial contract/award.
