The training will serve up to 20 government employees and must be delivered off-site at the University of Mary Washington/Dahlgren Campus with all vendors required to procure training facilities, provide computer systems, and supply CAMEO licensing for the fully configured training environment. The course curriculum focuses on in-depth exploration of Systems Modeling Language (SysML) for systems engineers with baseline CAMEO knowledge, including custom-developed course materials, vendor-provided datasets covering specific use cases, and a two-day Model-Based Systems Engineering (MBSE) Lab. The contract will be awarded on a firm-fixed-price basis to the lowest-priced vendor meeting all requirements outlined in the attached Requirements Document, using simplified acquisition procedures under FAR Parts 12 and 13. Quotations are due by 2:00 PM Eastern Standard Time on Friday, April 17, 2026, and must be submitted electronically to Contracting Officer Kadra Martz at kadra.martz@us.af.mil with the complete RFQ number referenced in the subject line.

The requirement encompasses a base year with two optional additional years, with one training course per year, and carries a NAICS code of 611430 (Professional and Management Development Training) with a size standard of $15.00 million. The contract includes two base line items and four option line items covering both tailored five-day in-person CAMEO training and an Offshore Development Center component, with performance beginning April 15, 2026, and extending through April 2029 across the base and option years. The place of performance is Dahlgren, Virginia, specifically at the University of Mary Washington/Dahlgren Campus, with invoicing and payment processing conducted through the Wide Area WorkFlow (WAWF) system. The solicitation reserves the government's right to cancel the procurement, not to award, or to select multiple vendors, with no obligation to reimburse contractors for quotation development costs.
