About this opportunity

The USDA Agricultural Research Service in Manhattan, Kansas is seeking compressed and liquefied gas delivery services through RFQ 1232SA25Q0759, a combined synopsis/solicitation for commercial products under NAICS code 325120 (Industrial Gas Manufacturing). The procurement includes supply and installation of a vacuum insulated pipe system with a 700-gallon bulk liquid nitrogen storage tank, plus ongoing delivery of approximately 25 different gases to support critical research environments, particularly High Pathogenic Avian Influenza Virus research. Vendors must demonstrate 24-hour emergency response capabilities and provide at least two references for similar work completed within the last two years. The government will evaluate quotes using a lowest-price technically acceptable approach based on three criteria: delivery explanation, experience, and price, with quotes evaluated on a pass/fail basis. The solicitation deadline is September 23, 2025, and quotes must be submitted on company letterhead with a valid SAM.gov Unique Entity ID and remain valid for 60 days.

This solicitation was initially set aside but Amendment 0001 removed the set-aside designation, making it unrestricted competition open to all vendors meeting the small business size standard of 1,200 employees. The contract structure is firm fixed price with a base year plus four option years, with each period requiring 25 different gas deliveries including various grades and sizes of Carbon Dioxide, Argon, Nitrogen, Oxygen, Helium, Hydrogen, Acetylene, Propane, and Air ranging from 5lb to 300-size cylinders. Performance will occur at the Center for Grain and Animal Health Research located at 1515 College Avenue in Manhattan, Kansas. The gases are required to maintain environmental conditions supporting cells, virus, and bacterial growth for ongoing agricultural research activities. No incumbent contractors or specific award values are mentioned in the solicitation documentation, though the government emphasizes the critical nature of preventing service disruptions to research operations.
