About this file

This Statement of Work (SOW) details a contract for compressed and liquefied gas delivery and vacuum-jacketed (VJ) piping system installation at the Center for Grain and Animal Health Research (CGAHR) in Manhattan, Kansas. The project requires delivering approximately 25 gases to support critical research environments, with an emphasis on High Pathogenic Avian Influenza Virus research. Key requirements include 24-hour emergency response capabilities, installation of a 700-gallon bulk liquid nitrogen storage tank, vacuum-jacketed piping with designated access points, and precise gas delivery coordination to prevent research disruptions. The contractor must ensure seamless integration with existing cryogenic infrastructure, maintain safety compliance, and provide continuous gas supply through primary and backup systems at the facility located at 1515 College Ave.

STATEMENT OF WORK

Project Title: The delivery of compressed and liquefied gases, vacuum-jacketed (VJ) piping systems, and nitrogen storage tanks provides critical support to research activities at the Center for Grain and Animal Health Research (CGAHR) and the National Bio and Agro-Defense Facility (NBAF).

Project Purpose:

The installation of vacuum-jacketed piping connected to a bulk liquid nitrogen storage tank is essential to support the cryogenic infrastructure at the CGAHR Center in Manhattan, KS. The facility requires approximately 25 recurring deliveries of compressed and liquefied gases to sustain tightly regulated environmental conditions necessary for the cultivation of cells, viruses, and bacteria. These controlled conditions are critical for the execution of mission-essential research under various CRIS (Collaborative Research on Integrated Systems) projects. The absence of these gases would compromise experimental integrity and impede the continuation of high-priority scientific investigations

To support the integrity of collaborative research and ensure continuity in scientific workflows, the contractor must respond to all communications and delivery requests within 24 hours of receipt.

Objectives:

• To ensure uninterrupted access to critical cryogenic gases to preserve irreplaceable research materials.

• To enhance research capabilities in high-priority areas, including High Pathogenic Avian Influenza Virus research.

• To provide continuous and reliable cryogenic gas supply through both primary and backup systems

Project Scope:

1. Gas Delivery and Research Support:

• Contractor will have continuous and timely delivery of twenty-five (plus) gases, as ordered by each research unit. Timely delivery is crucial for maintaining the integrity of irreplaceable research materials and preventing project delays.

• Full Bottles: Deliver full bottles of gases as required by each unit. Ensure that the bottles are of adequate capacity and suitable for specific research needs.

• Pick up empty gas bottles as required, ensuring proper tracking and return procedures are followed to maintain an efficient system.

• The gases supplied must support the environmental conditions necessary for the preservation and study of critical research materials. These materials are involved in ongoing research, including areas such as the High Pathogenic Avian Influenza Virus.

• The vendor must have the capability to respond to emergency requests for Liquid Nitrogen deliveries, ensuring that critical research operations are not interrupted.

This emergency response must occur within 24 hours of notification to prevent disruption.

2. Vacuum-Jacked Piping Installation:

• Contractors will install vacuum-jacked piping, ensuring all components are compatible and operational.

• Designated access points must be established, including the installation of vacuum-jacked turn valves at strategic positions to control gas flow to various units.

• The system must provide a continuous 20 psi liquid nitrogen supply from a bulk tank with a storage capacity of approximately 700 gallons.

• This system will integrate into an already functioning vacuum-jacked cryogenic automatic changeover system, adding additional backup capability to ensure uninterrupted supply and operational continuity

3. Bulk Storage Tank Installation:

• Tank must have a minimum of 700-gallon storage capacity, with vaporization and auxiliary equipment as necessary based on the system design

• Installation of a bulk storage tank to supply the continuous liquid nitrogen required for ongoing research projects. The tank must be properly integrated into the existing system, with seamless operation.

4. Delivery and Installation:

• Gases will be delivered as ordered by each specific research unit, requiring precise coordination and timely (24 hour) delivery schedules to prevent disruptions in research operations.

• The contractor is responsible for providing and installing all components necessary for the vacuum-jacked system and tank, ensuring the system meets all safety and operational standards.

• The installed system must be capable of supporting and enhancing the functionality of the existing cryogenic system, ensuring that there is no disruption to research activities.

• Contractors will adhere to safety and compliance requirements for cryogenic gas delivery and storage.

• The system will operate in conjunction with the existing cryogenic infrastructure without causing downtime to ongoing research.
