About this opportunity

The United States Department of Agriculture Forest Service is issuing this Request for Proposals to procure comprehensive information, medical, and security assistance support services for international travelers and assignees. The services required include 24/7 command center operations, web and mobile application tools, emergency contact cards, medical support services, security evacuation assistance, and automated enrollment through government travel systems. Key qualifications include assigning a program manager with at least five years of experience in international medical and evacuation services, establishing networks of healthcare facilities and medical professionals, and ensuring access to transportation for evacuations in remote areas. The government will evaluate proposals based on experience, technical approach, and past performance, with non-price factors being significantly more important than price considerations. The original solicitation posting date was August 25, 2025, with a proposal due date of September 16, 2025, and an amendment was posted on September 5, 2025 to include questions and answers and the Standard Form 1449 with schedule of items.

This procurement carries no set-aside designation and anticipates a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract, though the government reserves the right to make a single award. The contract will run for five years, consisting of a base year plus four renewal option years, beginning October 1, 2025 and ending September 30, 2030. The contract ordering minimum is $1,000 with an overall maximum ordering limit of $2,000,000 inclusive of all options. The NAICS category is classified as Emergency and Other Relief Services (624230), and the Place of Performance is the United States. The initial task order for Emergency and Evacuation Services is structured as a one-year contract from the date of execution, with Ashlee Jackson serving as the USFS International Programs Program Manager and point of contact.
