About this opportunity
The Department of State, Bureau of Diplomatic Security is seeking a contractor to research and analyze composite armor materials and joining methods as an alternative to the metallic armor currently used on over 4,000 of its deployed armored vehicles. The selected contractor must identify commercially available composite materials with equal or greater ballistic protection to steel armor, and design and validate composite armor systems for integration onto vehicles without compromising structural integrity at the seams. Proposals will be evaluated on technical approach, management plan, and price, with technical factors significantly more important than cost. Questions are due by December 23rd and proposals are due by January 18th.
This opportunity is set aside for total small business and has a place of performance in Springfield, VA. The NAICS code is 541715 and PSC code is R425. The requirement is for a one-year base contract with one option year to research alternative composite armor materials, design integrated armor systems, and conduct ballistic and blast testing to AEP 55 standards. The Department of State seeks to replace legacy steel armor weighing approximately 4,000 pounds per vehicle with lighter composite materials through this contract.

***********************************
The Department of State, Bureau of Diplomatic Security, Countermeasures Directorate, Office of Physical Security Programs, Defensive Equipment and Armored Vehicle Division (DS/C/PSP/DEAV) is seeking an industry partner to conduct research and analysis on DEAV’s deployed armored vehicles (AVs) and on the current armoring production process to determine how best to:
- Provide lighter composite armor materials to replace currently utilized metallic armor with equal or increased ballistic and blast protection.
- Design and implement a joining method such that the linked armor sections do not compromise ballistic, blast, or structural integrity.
The scope of this requirement encompasses: (1) Identification of alternative composite armor materials selected from commercially available products. Composite armor materials shall have equal or greater ballistic protection as legacy steel armor solutions; (2) Design and performance validation of composite armor systems for AV platforms. A composite armor system in this context shall include the armor material itself and any joining methods such as adhesives, bracketry, interconnecting flanges, or other methods used to integrate the system into original equipment passenger vehicles without creating vulnerable areas at the joined seams or transitions other armor materials.
