Place of performance is Washington, DC. The contract covers a 6-month base period with a 6-month option period, anticipated to run August 7, 2026, through February 6, 2027, with an optional extension through August 6, 2027. The contractor must deliver 20 short-form videos (not exceeding 3 minutes each) across five monthly milestones during the base period—four videos due by the 15th of each month—with up to 30 additional videos deliverable during the option period on milestones to be established upon exercise. Videos are created by repurposing publicly available content, archival footage, press conferences, and government-furnished materials into social media-optimized products with captions, graphics, and FBI branding; the FBI provides all source footage, subject matter, concepts, and style guidelines. No original on-location filming or production is required. AI-assisted tools are acceptable if applied only to authentic content with human verification. The contractor provides finalized deliverables only to the Office of Public Affairs for publication; social media posting and account management are excluded.

All background checks and Non-Disclosure Agreements must be completed before billable work begins. Contractor personnel must comply with Revised 508 Standards for digital accessibility. Work may be performed at contractor facilities, remotely, or at FBI facilities if approved. Normal work hours are 6:00 a.m. to 6:00 p.m., with core hours 9:00 a.m. to 3:00 p.m., requiring flexibility to meet OPA requirements. Travel requires pre-approval and must comply with Federal Travel Regulations; other direct costs require prior Contracting Officer approval. Electronic invoicing through the Invoice Processing Platform is mandatory.

Award will be made on a best value basis to the responsible SDVOSB offeror offering greatest overall value. Evaluation uses three factors in order of importance: Past Performance (Pass/Fail), Technical Approach (Confidence rating of High, Some, or Low), and Price (fair and reasonable determination). Quotations must include a signed SF-1449 with a minimum 30-day acceptance period and be submitted in three volumes: Volume I with one past performance reference from the past five years (4-page limit); Volume II with technical approach demonstrating understanding of SOW requirements, content relevance, quality across platforms, video organization, grammar and security, and visual appeal (15-page limit); and Volume III with firm fixed pricing using the provided Excel template. All submissions must be formatted in Times New Roman 12-point font with specified margins. The Government reserves the right to award multiple contracts if in its best interest and intends to award without negotiations; vendors are strongly encouraged to submit best pricing with initial quotation. The Federal Bureau of Investigation (FBI) is requesting a firm fixed price quotation in response to this Request for Quote (RFQ) in accordance with the instructions contained herein. All responsible sources may submit a quotation which will be considered by the agency. This acquisition will use the solicitation, evaluation, and award policies and procedures at FAR Part 12.2. The FBI intends to award a firm fixed price contract in accordance with the attached Statement of Work (SOW). This acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

This is a non-personal services contract for communication support in accordance with the attached Statement of Work (SOW), which outlines the full scope of this requirement. The Government will not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers are accountable solely to the Contractor who, in turn, is responsible to the Government.
