About this opportunity

FEMA issued a Special Notice announcing a virtual industry day on August 13, 2026, at 1:00 p.m. EST (registration deadline August 10, 2026, 5:00 p.m. EST) to brief prospective contractors on the Department of Homeland Security–wide Blanket Purchase Agreement (BPA) for Communication Access Services, a DHS recompete involving eight components: USCIS, CISA, FEMA, CBP, USCG, TSA, USSS, and ICE.

The BPA establishes two evaluation tracks. The Small Business track is limited to small business concerns providing services within the continental United States, Alaska, and Hawaii without security clearance requirements. The unrestricted track comprises large businesses and small concerns providing full-scope services nationwide including U.S. territories, with personnel capable of obtaining secret and top-secret security clearances. Both tracks operate under GSA Schedule 541930 Special Item Numbers 382-1, 382-2, and 382-5.

Required services span seven service categories: Sign Language Interpretation (ASL, multilingual, International Sign), Certified Deaf Interpreter support, Video Remote Interpreting, Communication Access Realtime Translation, captioning services, specialized interpretation services, and accessible communication services including audio description, braille transliteration, and reader services, plus Section 508 accessibility support and training. Contractors must maintain 24/7/365 operational capability, deploy qualified personnel locally within 48 hours of request, support surge operations and emergency response, and comply with the ADA, Rehabilitation Act, Section 508, and Executive Order 13166.

Offerors declare service area coverage across six geographic service areas (East, South, Central, West, U.S. Territories, and Foreign Locations) and submit existing capability summaries documenting current staffing, surge capacity, and regional experience. Official questions are due to Contracting Officer Isaac Chapple (Isaac.chapple@fema.dhs.gov) by August 27, 2026, 10:00 a.m. EST. Attendance at the industry day does not guarantee contract award.
