About this file

This is a Performance Work Statement (PWS) for the Department of Homeland Security's Communication Access Services (CAS) Blanket Purchase Agreement (BPA), a DHS-wide enterprise contract vehicle established under GSA Schedule 541930 (Professional Services Schedule) Special Item Numbers 382-1, 382-2, and 382-5. The BPA provides scalable communication accessibility services supporting Deaf, Hard of Hearing, DeafBlind, Blind, and individuals with speech disabilities across all DHS Components and operational environments throughout the United States and its territories.

The PWS establishes two evaluation tracks: a Small Business (SB) track limited to small business concerns providing services within the continental United States, Alaska, and Hawaii without security clearance requirements; and an unrestricted (UNR) track comprising large businesses and small concerns providing full-scope services nationwide including U.S. territories with personnel capable of obtaining secret and top-secret security clearances. Required services span seven service categories including Sign Language Interpretation (ASL, multilingual, International Sign), Certified Deaf Interpreter support, Video Remote Interpreting, Communication Access Realtime Translation, captioning services, specialized interpretation services, accessible communication services (audio description, braille transliteration, reader services), Section 508 accessibility support, and training support. Contractors must maintain 24/7/365 operational capability, deploy qualified personnel locally when feasible, support surge operations and emergency response within 48 hours of request, maintain a secure web-based portal for tracking and reporting, and comply with federal accessibility laws including the ADA, Rehabilitation Act, Section 508, and Executive Order 13166. Pricing structures include standard location rates, high-cost/hard-to-fill location rates, emergency/disaster rates, and separately reimbursable travel costs when pre-approved. Performance is evaluated through quality control procedures, corrective action processes, operational reviews, staffing validation, and compliance with specified performance standards outlined in the Performance Requirements Summary.
