About this file
This is an attachment to a federal Blanket Purchase Agreement (BPA) solicitation that defines Service Area Geographic (SAG) requirements and evaluation criteria for offerors seeking BPA consideration.
The attachment requires offerors to declare which of six geographic service areas they seek to support: SAG-1 East (13 states plus DC), SAG-2 South (12 states), SAG-3 Central (12 states), SAG-4 West (12 states plus Alaska and Hawaii), SAG-5 U.S. Territories (Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, and CNMI), and SAG-6 Foreign Locations (authorized locations outside U.S. only when permitted by solicitation). Offerors must complete declaration matrices identifying their evaluation track (Small Business or Unrestricted), service categories proposed, highest clearance capability, and cross-references to proposal volumes. The attachment requires offerors to submit an Existing Capability Summary documenting current employees, independent personnel, active subcontractors, routine weekly capacity, 72-hour surge capacity, and earliest mobilization time for each proposed SAG, with non-duplicative resource counts and disclosed overlaps. Supporting narratives of no more than two pages per SAG must address staffing by service category, recruiting channels and time-to-fill experience, active subcontracting resources, relevant five-year regional experience, routine and surge capacity with mobilization assumptions, and SAG-specific risks and mitigations. A Capability Evidence Crosswalk must cross-reference supporting information in technical volumes and past performance. The Government will evaluate soundness of coverage and deployment methodology under Factor 1 and existing staffing depth, recruiting resources, workforce controls, continuity, and surge capacity under Factor 2. SAG selection requests evaluation consideration only and does not guarantee award, exclusive coverage, minimum quantities, or future workload. Offerors must certify accuracy of submitted information and consistency with their evaluation track and technical quotation.

SERVICE AREA GEOGRAPHIC (SAG)
1. Purpose and Evaluation Relationship
This attachment records the Service Area Geographic (SAGs) for which the Offeror seeks BPA consideration and the substantiated capability supporting each selection. Complete this attachment once and cross-reference it from Volumes I-A and I-B.
Under Factor 1, the Government will evaluate the soundness of the proposed coverage and deployment methodology and the resulting operational risk. Under Factor 2, the Government will evaluate existing staffing depth, recruiting and subcontracting resources, workforce controls, continuity, and surge capacity. Evaluation will be conducted only as stated in Section M.
A SAG selection requests evaluation consideration. It does not guarantee a BPA, a BPA call order, exclusive coverage, a minimum quantity, or future workload.
2. Definitions
Term Definition

6. Supporting Narrative for Each Proposed SAG
Provide no more than two narrative pages for each proposed SAG. Use the sequence below and cross-reference supporting information elsewhere in the quotation.
Existing staffing by service category, employment/engagement type, principal locations, availability controls, and any material overlap with other proposed SAGs.
Existing recruiting channels, time-to-fill experience, qualification validation, scarce-skill sourcing, and access to rural, Tribal, territorial, or otherwise difficult-to-staff locations.
Active subcontracting resources, proposed roles, geographic reach, integration, oversight, and any material conditions on availability.
Relevant regional experience during the five years preceding the quotation due date. Cross-reference Volume II rather than duplicating the full past-performance narrative.
Routine and surge capacity, activation and mobilization assumptions, competing commitments, travel/deployment approach, and continuity for recurring assignments.
SAG-specific risks, constraints, dependencies, and mitigations, including technology, transportation, local availability, clearance/access, severe weather, and simultaneous demand.
